WATERLOO — A Zoning By-law Amendment has been approved for a proposed townhouse development at 18 and 20 Hickory Street West, submitted by 1000646156 Ontario Ltd.
The amendment approved by council at a public meeting on September 9, 2024, facilitates the development of nine three-storey townhouse units on the corner lot, with three units fronting Hickory Street West and six units facing Spruce Street.
The site-specific zoning provisions requested by the applicant include several adjustments.
These provisions allow 65% of the building façade along Hickory Street West to be within five metres of the street line, where 75% is typically required.
Additionally, the development will feature a maximum street line setback of 9.3 metres from Spruce Street for the townhouses fronting Hickory Street, exceeding the six-metre maximum normally permitted.
Further provisions reduce the minimum height of the first storey to 2.7 metres, where the by-law requires four metres.
The amendment also permits a maximum of nine connected townhouse units, surpassing the standard six-unit limit.
The development will feature a total of 26 bedrooms across the nine units, with parking provisions for nine vehicles and nine bicycles.
The design is “L”-shaped, with an outdoor amenity space located at the intersection of Hickory and Spruce Streets.
Vehicular access will be provided via Hickory Street West, with parking situated adjacent to the westerly lot line. No commercial uses are included in the proposal.
The lands are currently zoned Residential Northdale 6 (RN-6), and the amendment removes the Holding (H) symbol to allow the development to proceed.
The application was reviewed against the City’s Official Plan, the Region of Waterloo’s Official Plan, and urban design guidelines.
Planning staff supported the amendment, noting that the proposal aligns with the 2020 Provincial Policy Statement, the 2020 Growth Plan for the Greater Golden Horseshoe, and local planning frameworks.
In their recommendation, planning staff highlighted that the development would contribute to intensifying underutilized lands, adding housing options in the neighbourhood, and meeting urban design objectives for the Northdale area.
Adequate servicing and transportation infrastructure were also verified as sufficient to accommodate the development.
The Zoning By-law Amendment Z-24-11 was approved by council following a comprehensive review, with the removal of the Holding (H) symbol clearing the way for the development to proceed.
The approval includes the requested site-specific provisions, which will guide the design and layout of the nine-unit townhouse project on the 0.26-acre site.
