Zoning amendment sought for 22-unit apartment development on Commissioners Road West in London

● Domday Developments is proposing a 22-unit, 4-storey apartment building on the consolidated lands at 1408 and 1412 Commissioners Road West, requiring a Zoning By-law Amendment to permit the development. 

● The development includes 22 parking spaces, ample landscaping exceeding the 30% minimum requirement, and a central amenity space for residents. 

● The requested Zoning By-law Amendment seeks to rezone the site from “Residential (R1-8)” to “Residential (R8-4(_))” with special provisions for a building height of 14.3 metres and a reduced front yard setback of 1.0-metre post-road widening, where 7.0 metres is required. 


LONDON — On behalf of Domday Developments, Zelinka Priamo Ltd. has submitted an application to the City of London to amend its Zoning By-law for the redevelopment of the lands known municipally as 1408 and 1412 Commissioners Road West. 

The proposed development aims to consolidate the two properties to construct a 22-unit, 4-storey apartment building on the subject lands. 

The subject lands, which cover an area of approximately 3,047 square metres (32,798 square feet) with 48 metres of frontage along Commissioners Road West, are currently zoned “Residential (R1-8)” under the City of London Zoning By-law Z.-1. 

The R1-8 zoning permits only single-detached dwellings, making a Zoning By-law Amendment necessary to accommodate the proposed apartment building. 

The proposed Zoning By-law Amendment seeks to rezone the site to “Residential (R8-4(_))” with special provisions to permit the construction of a 4-storey apartment building. 

The special provisions requested include a building height of 14.3 metres, exceeding the maximum permissible height of 13.0 metres, and a front yard setback of 1.0 metres post-road widening, where a minimum setback of 7.0 metres is required for buildings of this height. 

The proposed building will include 22 residential units and provide 22 parking spaces, with 18 located behind the building and 2 in front. 

One of the spaces will be designated as an accessible parking space with a barrier-free path to the building’s entrance. 

Pedestrian access will be provided via a concrete sidewalk connecting the site to the existing sidewalk along Commissioners Road West. 

The sidewalk will lead to both a northern building entrance and the principal entrance on the south side, near the parking area. 

The development will feature ample outdoor amenity space located behind the building, offering a recreational area for residents. 

The landscaping plan exceeds the required minimum of 30% coverage, with the proposal outlining 45.1% of the site dedicated to landscaped areas.
