Zoning amendment sought for 10-unit stacked townhouse development at 325 Southdale Road East in London

● Sandhyaji Homes Inc. has proposed a 3.5-storey, 10-unit stacked townhouse development at 325 Southdale Road East, requiring a Zoning By-law Amendment to rezone the site from “Residential 3 (R3-3)” to “Residential 5 (R5-6(_))” with special provisions. 

● The development will feature 11 parking spaces, a density of 50 units per hectare, and 380 square metres of amenity space on a 0.2-hectare site located within the Primary Transit Area. 

● Special provisions requested include a reduced front yard setback of 1.6 metres (standard 8.0 metres), a side yard setback of 5.0 metres (standard 5.6 metres), and a lot frontage of 22.4 metres (standard 30.0 metres). 

 

LONDON — Sandhyaji Homes Inc. has submitted a proposal to the City of London seeking to amend Zoning By-law Z.-1 for the property located at 325 Southdale Road East. 

The application aims to rezone the subject lands to permit the construction of a 3.5-storey stacked townhouse development with 10 residential units. 

Currently zoned as “Residential 3 (R3-3) Zone,” which allows for low-density residential dwellings such as single-detached homes and duplexes, the proposed stacked townhouse development requires a Zoning By-law Amendment to rezone the site to “Residential 5 (R5-6(_)) Zone” with special provisions. 

The approximately 0.2-hectare site is located 90 metres east of the Southdale Road East and Homeview Road/White Oak Road intersection and is currently occupied by a single detached dwelling. 

The subject lands are within the “Neighbourhoods” Place Type along a “Civic Boulevard” in The London Plan and fall within the Primary Transit Area, providing access to public transit with a bus stop just 30 metres west of the property. 

The proposed development consists of a stacked townhouse block with 10 residential units averaging 120 square metres each. 

The project will have a density of 50 units per hectare, and the building will cover 15% of the site, with 49% left as landscape open space and 380 square metres of functional amenity space. 

Vehicular access will be provided through a full-turns driveway off Southdale Road East, with a total of 11 parking spaces (including one accessible space and one visitor space), giving a parking ratio of 1.0 space per unit. 

The current “Residential 3 (R3-3) Zone” does not permit stacked townhouses, necessitating the rezoning of the site to “Residential 5 (R5-6(_)) Zone.” 

The proposed 3.5-storey building height complies with The London Plan, which allows for building heights of up to four storeys in the “Neighbourhoods” Place Type along a “Civic Boulevard.” 

The proposed density of 50 units per hectare is also within the appropriate range for medium-density developments in this area. 

Due to the constraints of the lot, Sandhyaji Homes Inc. has requested several special provisions as part of the rezoning to accommodate the proposed development: 

Front Yard Setback: The proposal includes a reduced front yard setback of 1.6 metres after road widening, whereas the standard requirement is 8.0 metres. 

Side Yard Setback: A reduced side yard setback of 5.0 metres is proposed on the west side, while the zoning standard requires 5.6 metres. 

Lot Frontage: The proposed lot frontage is 22.4 metres, which falls short of the 30.0 metres required under the standard zoning regulations. 

These special provisions are necessary to facilitate the construction of the 10-unit townhouse block on the narrow site while ensuring the development maintains compatibility with the surrounding residential properties. 

While the development generally complies with the intended land use in The London Plan, the special provisions and zoning amendment will need to be approved to allow the project to proceed. 

The parking ratio of 1.0 space per unit complies with city standards, ensuring sufficient parking for residents and visitors.
