Woolwich Township Acquires Land for Mixed-Use Redevelopment in Elmira

WOOLWICH — The Township of Woolwich has taken a significant step toward addressing local housing needs by acquiring 1.6 acres of land at 22 Church Street West and 6 Maple Street in Elmira. The properties, currently occupied by commercial and retail businesses, including Elmira Home Hardware, will be redeveloped into a mixed-use project.

Redevelopment Plans

The redevelopment will be guided by a Request for Proposals (RFP) to attract developers capable of transforming the site. Plans include:

  • A mixed-use development featuring both residential and commercial spaces.
  • Integration of a public square with green spaces along Maple Street.

The project aims to align with the Elmira Core Urban Design Study, which highlights the revitalization potential of underutilized municipal lands to transform Elmira’s downtown core.

Funding and Housing Initiatives

The acquisition was funded by the Housing Accelerator Fund (HAF), which approved $6.7 million for Woolwich in February 2024. The fund supports initiatives to:

  • Address housing shortages.
  • Remove barriers to development.
  • Improve approval processes.
  • Promote collaboration with community housing organizations to provide diverse and affordable housing, including “missing middle” options.

Strategic Growth and Community Vision

This redevelopment aligns with Woolwich’s broader growth strategy as one of the fastest-growing municipalities in the Region of Waterloo. With population projections increasing from 27,000 to 51,000 by 2050, this initiative is a crucial step in preparing for future housing demands.
