Townhouse development proposed for 137 and 141 Woolwich Street in Waterloo set for public meeting

WATERLOO — A proposed residential townhouse development is planned for 137 and 141 Woolwich Street in the City of Waterloo. 

The development, led by Opulence Homes and represented by GSP Group Inc., aims to rezone the site from the current ‘Residential Two (R2)’ zone to a ‘Residential Eight (R8)’ zone. 

The rezoning will allow for the construction of two freehold townhouse buildings, containing a total of 11 units with either two or three bedrooms. 

The townhouse blocks will be three storeys high, with a maximum height of 9.9 metres, and will include 29 bedrooms in total. 

The site occupies approximately 0.194 hectares at the northeast corner of Woolwich Street and Exmoor Drive, with the townhouses oriented to front onto Exmoor Street. 

The development will include 11 private driveways, each leading to a single-vehicle garage, and no visitor parking spaces are proposed. 

Each townhouse will have a roofed front porch, projecting into the front yard by no more than 0.7 metres, and private balconies for the second-floor units. 

The landscaped open space will cover 30% of the site. Key site-specific provisions have been requested, including reduced lot areas of 146 square metres (below the 165-square-metre minimum requirement), reduced side yard setbacks, and increased lot coverage of 57% (above the 40% limit). 

These provisions are needed to accommodate the townhouse blocks before severances are granted to create individual lots. 

Additionally, the proposal seeks relief from the requirement to provide 0.33 visitor parking spaces per unit, as each driveway will accommodate visitor parking instead. 

The development is located within a ‘Low Density Residential’ designation in the City of Waterloo Official Plan, which permits a maximum density of 150 bedrooms per hectare and a maximum building height of 10 metres. 

The proposed density of 149.5 bedrooms per hectare complies with this requirement. 

The public meeting for this zoning by-law amendment is scheduled for October 21, 2024.
