LONDON – A development proposal has been submitted for 629 Base Line Road East, London, by Siv-ik Planning & Design Inc. on behalf of 629 Base Line Ltd., aiming to rezone the property and amend The London Plan to allow the conversion of an existing fourplex into a six-unit apartment building.
The project seeks to legally establish two additional units on the lower level of the structure, making it a recognized six-unit residential dwelling within the existing building footprint.
The application requests a change to the Official Plan, specifically adding a Specific Area Policy within the Neighbourhoods Place Type to permit an apartment use within the current structure.
Additionally, a Zoning By-law Amendment is being proposed to change the current zoning from Residential R3 (R3-1) to a site-specific Residential R8-3 zone with special provisions.
The special provisions are intended to account for existing site characteristics, including setbacks, frontage, driveway width, and lot area.
This zoning adjustment aims to support an efficient use of the existing building while recognizing the established conditions on the lot.
The 953.51-square-metre property, with 21.9 metres of frontage along Base Line Road East, is presently zoned Residential R3 (R3-1), which is intended for low to low-medium density housing options, such as single-detached homes, semi-detached units, and fourplexes.
The proposed R8-3 site-specific zone would allow a higher density within the existing building, facilitating the shift to a six-unit structure without expanding the building’s footprint.
The current parking requirements mandate 0.5 spaces per dwelling unit, and the proposed site plan includes five parking spaces in the rear yard, meeting the parking requirements for a six-unit building.
Although not located within an area exempt from parking minimums, the site’s design accommodates all parking needs within its boundaries.
According to Siv-ik Planning & Design Inc., the proposed amendments align with policy frameworks that allow for site-specific modifications to accommodate unique property characteristics and support intensification where feasible.
The amendments are intended to enhance residential use within the existing structure while maintaining the character and scale of the surrounding Highland Neighbourhood.
