Revisions for a proposed 8-storey mixed-use development in London require approval

LONDON — A significant new development is being proposed for 313-323 Horton Street East, with plans to transform the area through the construction of an eight-storey, mixed-use building. 

The proposal, submitted by Zelinka Priamo Ltd., is seeking a zoning amendment to facilitate this ambitious project. 

The development envisions an eight-storey building featuring 107 residential units and 179 square metres of commercial space on the ground floor. 

The subject lands are currently zoned as Arterial Commercial (AC4), and the application seeks to rezone it to Business District Commercial Special Provision (BDC(_)). 

The new zoning designation will allow a broader range of uses, including apartment buildings with ground-floor commercial uses, clinics, restaurants, and various retail establishments. 

The proposal includes several specific special provisions:

● Rear Yard Depth: A reduction to 4.5 metres. 

● Building Height: An increase to a maximum of 27.0 metres (equivalent to eight storeys) from the current permitted 10 metres.

● Density: An increase to a maximum of 530 units per hectare,  whereas no density requirements are set for the current zone.

These changes are intended to accommodate the increased scale and density of the proposed development, significantly altering the site’s current use and capacity. 

Under the current Arterial Commercial (AC4) zoning, the site permits a range of commercial uses and limits residential development. 

The proposed Business District Commercial Special Provision (BDC(_)) zoning will introduce a mix of residential and commercial uses. 

The development application also mentions that the city may recommend alternative zoning considerations from what is proposed, including different base zones, additional permitted uses, and holding provisions to ensure appropriate development standards are met. 

A previous submission in May 2023 sought to change the zoning to an Arterial Commercial Special Provision (AC4(_)) Zone, which would have allowed for a mixed-use building with dwelling units on all floors and a maximum building height of 10 metres (two storeys). 

However, the new proposal reflects a shift towards a more densely developed and vertically expanded structure. 

As London continues to grow, the proposed development at 313-323 Horton Street East represents a bold step towards accommodating this growth through increased residential density and mixed-use development. 

The requested zoning amendments will be critical in determining the project’s feasibility and alignment with the city’s broader planning goals. 

The application is currently under review with the city, with community input and further evaluations to follow. More details are expected to be released as the development continues through the planning stages.
