KITCHENER — Zakia and Anel Kardumovic have submitted a proposal for the redevelopment of 400 Westwood Drive, aiming to replace the existing single detached rental dwelling with five street-facing townhouse units. The project, covering 0.38 hectares, requires a Zoning By-law Amendment (ZBA) from “Low Rise Residential One Zone (RES-1)” to “Low Rise Residential Four Zone (RES-4)” with Site-Specific Provision (416).

  • Location: East side of Westwood Drive near Glasgow Street, within a mixed residential area.
  • Current Use: Single detached dwelling and garage to be demolished.
  • Environmental Assets: Includes native upland deciduous woodland.
  • Tree Inventory:
    • Total: 117 trees.
    • Preserved: 89 trees.
    • Removed: 28 trees.

Proposed Zoning Changes

  1. Lot Width: Reduction to 8.3 metres for the southern external unit (standard: 10 metres).
  2. Front Yard Setback: Reduced to 4.5 metres to align with City standards and protect rear tree areas.
  3. Rear Yard Setback: Reduced to 7.0 metres (required: 7.5 metres).
  4. Maximum Lot Coverage: Increased to 65% to optimize developable space.
  5. Tree Protection Area: Designation within the lot where development is prohibited.
  6. Energy Restrictions: Prohibition of geothermal energy systems due to the site’s location in a Wellhead Protection Sensitive Area.

  • Unit Count: Five street-facing townhouse units.
  • Building Height: Three storeys (maximum 11 metres), consistent with Low Rise Residential policies.
  • Parking: Single-vehicle garage and driveway per unit, ensuring sufficient on-site parking.
