LONDON — Sifton Properties Ltd. has submitted an application to the City of London seeking an Official Plan Amendment (OPA) and Zoning By-law Amendment (ZBA) for a new residential development within the Lambeth Neighbourhood at 4040 Colonel Talbot Road.
The proposed development, located on a 0.8-hectare site on Colonel Talbot Road, includes two three-storey stacked townhouse blocks and two two-storey townhouse blocks, resulting in a total of 52 residential units.
The current zoning of the property is Urban Reserve (UR3), a designation typically applied to areas awaiting development.
The applicant is proposing to rezone the property to a Residential R6 Special Provision and Residential R8 Special Provision (R8-4(_)) Zone to accommodate the medium-density residential development.
The proposed zoning would also allow for special provisions to facilitate the specific design of the project, including adjustments to setbacks.
The requested density for the proposed development is 65 units per hectare, surpassing the current permission of 50 units per hectare.
The development plan meets the required parking standards, providing 77 parking spaces in total.
The parking includes 52 spaces for residents, meeting the requirement of 1 space per unit, and an additional 6 spaces designated for visitors. Surface parking will be provided throughout the site.
The development also includes bicycle parking and a pedestrian corridor extending from Colonel Talbot Road.
The buildings are designed to remain within the height requirements, with a proposed building height of 12 metres.
The development fits within the medium-density guidelines for the area, which permit a maximum height of 12 metres for residential structures.
The two three-storey stacked townhouse blocks will be positioned at the rear of the site, while the two-storey townhouse blocks will front closer to Colonel Talbot Road.
The proposed amendments to the Official Plan include a change in the designation of land use from Low-Density Residential to Medium-Density Residential to allow for the development of the entire site.
Access to the development will be provided through a private roadway connected to Colonel Talbot Road.
