Proposed Subdivision In London Would Replace Vacant Elementary School

LONDON — An urban and regional planning company with experience in re-development and infill projects, Monteith Brown Planning Consultants (MBPC) submitted an application to London’s MHD (Municipal Housing Development) for a new proposed infill subdivision. 

In the Argyle neighbourhood of London, MBPC has applied for zoning by-law amendments and has provided the final report for the re-development to London’s MHD. 

The subject lands are vacant but were previously occupied by St. Robert Catholic Elementary School until the school was demolished in 2021. The land area size is approximately 7.36 acres. 

The location of the proposed subdivision would be northeast at the intersection of Trafalgar Street and Clarke Road. This location oers potential future subdivision residents close access to grocery stores, restaurants, retail stores, and public transportation. 

MBPC’s application proposes two single detached dwellings, four multi-family residential blocks, one mixed-use residential block, one public pedestrian block connecting to Garland Crescent, and one public road extension of Duluth Crescent to Admiral Drive. 

These residential blocks would include a mix of mid and low-rise apartment buildings. Community-use facilities and a park space are in the proposal for the subdivision. If approved by the City, London’s focus on “inward and upward” will help to accommodate a mix of residential housing. 

The report states that 216 units are proposed for the subdivision. Specifically, this would include two and four-storey apartments and two-storey towns and townhouses. 

The requested zone change amendments for lots 1 and 2 include changing the zoning from a neighbourhood facility (NF1) zone to a residential zone (R1-2). Special provision zone changes were requested for blocks 3 through 9 for the subdivision. 

The ocial plan amendment shows the request for the ability to construct an additional storey for the low-rise apartment buildings. The maximum height permission is 3-storey, and the application requests 4-storey apartments. 

A proposal to change certain areas in the subject lands from place type “Neighbourhoods” to “Green Space” is also being requested to construct a park. 

The proposed report states, “re-designation will serve to increase the supply of both market-rate and aordable housing in a compact form 

and on full municipal services within the City’s Urban Growth Boundary and the Built Area Boundary.” 

So far, two community information sessions have been held on May 3 and May 11, 2023, for anyone to ask questions or voice concerns.
