Proposed residential development submitted for approval in Breslau

BRESLAU  Thomasfield Homes Ltd., in collaboration with GSP Group, has submitted applications for a proposed Official Plan Amendment, Zone Change, and Draft Plan of Subdivision for a property at 22 Ebycrest Road, Breslau. 

The property, spanning 10.7 hectares (26.5 acres), currently houses a single detached dwelling and features environmental lands along its westerly side.

Positioned north of Highway 7 (Victoria Street North), east of the Grand River, and west of Ebycrest Road, the site is designated for redevelopment to accommodate a blend of housing options and green spaces. 

The proposed residential subdivision entails various housing units, including 28 single detached units, 27 street-related townhouses, 92 stacked townhouses, and three apartment buildings. 

The multi-storey apartment buildings, with heights ranging from six to ten storeys, will collectively offer 286 units. 

Additionally, the development plan incorporates two parks spanning approximately 1.01 acres, a stormwater management pond, and designated natural heritage spaces. 

Thomasfield Homes Ltd. seeks amendments to the Official Plan and Zoning By-law to align with Township regulations. 

The envisioned rezoning from Agricultural (A) to Residential – Multiple with Design Guidelines (R-7A) includes provisions for various housing types and sets forth required distances between buildings and lot frontages. 

Furthermore, specific parking provisions are integrated into the plan. 

The proposal adheres to the Township’s Zoning By-law, providing parking at a rate of 1.5 spaces per unit for multiple-unit and apartment buildings. 

Outdoor parking areas are allocated for multiple-unit buildings, with specific assignments for each block. 

Additionally, parking garages within apartment buildings cater to residents’ parking needs. 

The proposed development is designed to conform to Section 7.4.2.2 of the Township’s Official Plan, ensuring compliance with Medium/High Density Residential designations. 

Medium-density and high-density residential uses are defined within the plan, each subject to distinct regulations regarding height, density, and parking.

Moreover, the proposed zoning amendments aim to accommodate the development outlined in the Draft Plan of Subdivision. 

The zoning changes are designed to align with the recently adopted Amendment No. 34 to the Township’s Official Plan, bringing most of the Subject Property into the Breslau Urban Area and designating it as “Medium/High Density Residential.” 

In addition to housing units, the proposed development features extensive green spaces, including designated park blocks and open spaces. 

The areas are strategically positioned to cater to the passive recreational needs of future residents and enhance community well-being. 

Submitting these applications marks a significant step toward revitalizing the property at 22 Ebycrest Road.
