Proposed residential development in Waterloo seeks zoning and official plan amendments

WATERLOO — Sunvest Group of Companies, led by developer Peter de Groot, has submitted plans for a residential development project located at 720 Erbsville Road in Waterloo. 

The proposed development aims to bring new residential units to the area, comprising a mix of townhouse and stacked townhouse units. 

The proposed development encompasses a total of 169 residential units, including 59 townhouse units and 120 stacked townhouse units. 

Unit sizes vary, offering a mix of one, two, and three-bedroom configurations. The tallest buildings are expected to reach a height of 12 metres. 

The subject lands, totalling approximately 9.2 hectares, are currently vacant, with around 3.6 hectares designated for residential development. 

Situated within the Urban Area Boundary of Waterloo, the lands are designated as a Special Policy Area. 

With a total of 243 parking spaces planned, the development aims for a ratio of 1.33 spaces per unit for townhouses and 1.49 for stacked townhouses, including 74 visitor spaces for the site. 

The project also includes designated amenity spaces to enhance the quality of life for residents. 

The proposed development necessitates alterations to both the Official Plan and the Zoning By-law. Sunvest Group seeks an Official Plan Amendment to enable stacked townhouse units with dimensions exceeding previous restrictions. 

Specifically, the amendment aims to allow stacked townhouse blocks of 6 units in width and up to 4 units vertical and permit a maximum building height of 12 metres. 

The proposed Zoning By-law Amendment aims to rezone the subject lands from Future Determination (FD) to Residential Eight (R8) and Conservation (OS3). 

Within the zoning amendment, several site-specific provisions are proposed to accommodate the development. 

Examples of the site-specific provisions include but are not limited to: 

● A request to decrease the minimum interior lot line setback to 3.2 metres, whereas the site requires a minimum interior lot line setback of 7.5 metres. 

● A request to decrease the minimum side yard setback to 1.5 metres, whereas the site requires a minimum setback of 1.8 metres. 

● A request to permit a maximum building height of 12 metres for stacked townhouse buildings, whereas the site currently limits the maximum building height to 10 metres. 

The proposed residential development by Sunvest Group in Waterloo represents a significant addition to the area’s housing stock. 

With plans for a mix of townhouse and stacked townhouse units, the project aims to address the growing demand for housing in the region.
