Proposed mixed-use development on North Park Street seeks zoning amendment

BRANTFORD — A significant mixed-use development project led by Leschuk Developments is set to transform the area around 310-320 North Park Street, as GSP Group Inc. has submitted a rezoning application on their behalf. 

The proposal includes the construction of one 9-storey and one 16-storey mixed-use building, aiming to enhance the housing stock and commercial activity in the neighbourhood. 

The proposed development encompasses two towers, which are 9 and 16 storeys, respectively, adding 282 residential units to the site. 

The development plan includes: 

● Building 1: A 16-storey tower with a height of 53.2 metres (excluding the mechanical penthouse). 

● Building 2: A 9-storey tower with a height of 31.1 metres (excluding the mechanical penthouse). 

The design features stepbacks above the base, maintaining a pedestrian-friendly scale and contributing to a visually engaging skyline. 

Additionally, the development will incorporate four ground-level commercial units. 

Several zoning amendments have been requested to facilitate the construction. 

Currently, the land is zoned as “Community Centre Commercial (C10)” under Zoning By-law 160-90, which permits a maximum building height of 6 storeys. 

The requested rezoning to “Community Centre Commercial – Exception 8 (C10-8)” includes: 

● Building Height: An increase from the permitted 6 storeys to 9 storeys for Building 2 and 16 storeys for Building 1. 

● Minimum interior side yard reduction from 7.5 metres to 6.0 metres. 

● Minimum rear yard reduction from 7.5 metres to 6.3 metres for Building 2 and to 3.3 metres for the parking structure. 

The development includes provisions for 310 parking spaces, which reflects a parking ratio designed to accommodate the increased density. 

The subject property spans an area of 12,271 square metres and is currently occupied by a commercial plaza. 

The neighbourhood is predominantly residential, with some commercial and institutional uses nearby. 

The development aligns with the “Residential” designation within the city’s Official Plan, which supports high-rise residential buildings exceeding six storeys, including mixed-use structures. 

While the current zoning under the C10 designation limits building height and prescribes specific yard requirements, the proposed C10-8 exception seeks to align with the future vision for the area as outlined in the city’s Draft Zoning By-law. 

This draft anticipates a “Neighbourhood Commercial (NC)” zoning, allowing for mixed residential and non-residential uses with a maximum permitted height of 14 metres. 

The proposed development exceeds the height limits set by both the current and draft zoning regulations, necessitating the requested amendments. 

The project is poised to offer substantial residential and commercial opportunities, aligning with the city’s strategic objectives for urban development and community enhancement.
