KITCHENER — New information has been released regarding the high-rise development proposed by LJM Developments at 4611 King Street East, Kitchener. Located near the northwest intersection of King Street East and Highway 401, this ambitious project aims to transform the currently vacant site into a vibrant residential and commercial hub.
The development plan includes two residential towers connected by a six-storey podium featuring retail and office spaces. The proposal seeks to change the current designation from ‘Commercial’ to ‘High Rise Residential’ and rezone the site to a ‘Mixed Use Three (MIX-3) Zone’ to accommodate the new structures.
The project features a total of 726 residential units, divided into:
- 500 one-bedroom units
- 73 one-bedroom plus den units
- 132 two-bedroom units
- 21 three-bedroom units
In addition to residential spaces, the development includes 1,242 square meters of office space and 650 square meters of retail space on the ground level of the podium. Parking provisions include 501 spaces, with 21 at surface level and 480 in a three-level underground facility. The plan also emphasizes bicycle parking, providing 404 spaces to support alternative transportation options.
Zoning Amendments and Design Enhancements
Currently, the site is designated as ‘Commercial’ under the City of Kitchener Official Plan and zoned as ‘Arterial Commercial with Site-Specific Provision 88 (COM-3 (88)).’ To align with the proposed design, LJM Developments has submitted applications for both an Official Plan Amendment (OPA) and a Zoning By-law Amendment (ZBA). These amendments are necessary to accommodate the project’s scale, including:
- Maximum building height of 99 meters (current limit is 32 meters)
- Maximum 31 storeys (current limit is 10 storeys)
- Floor space ratio (FSR) of 7.83 (current limit is 2)
The development will also feature ample amenities for residents, including 1,561 square meters of indoor space and 704 square meters of shared outdoor space on the seventh floor of the podium. The design prioritizes community engagement and accessibility to public transit.
