Proposed development plans for a 7-storey building and an addition to an existing building in the Northdale neighbourhood have been submitted

WATERLOO — Centurion Apartment Properties has submitted an application to amend the Official Plan and Zoning By-law for the properties located at 1 Columbia St W and 351-355 King St N in Waterloo. 

The proposed development aims to construct a new 7-storey mixed-use building linked to an existing 22-storey building at 1 Columbia St W. 

The proposed new building will house 24 residential apartment units, comprising a total of 78 bedrooms, while an additional 11 residential apartment units with 22 bedrooms are planned within the existing building. 

Situated in the Northdale neighbourhood of the City of Waterloo, the subject lands have approximately 92 metres of frontage along Columbia Street West, 61 metres along King Street North, and 35 metres along Spruce Street. 

The site area is approximately 3,947.77 m2 or 0.3948 hectares. 

The project includes 146 sq. m. of non-residential space at grade, a 97.7 square metre café, and an extra 47.6 square metres of ground-floor commercial space within the new building. 

Several changes to the Official Plan and Zoning By-law have been requested to facilitate this development. These include: 

Official Plan Changes Requested: 

● Increasing the permitted density to 1,191 bedrooms per hectare 

● Permission for ground floor amenity space in both the existing and proposed buildings 

Zoning By-law Changes Requested: 

● Reducing the minimum building height from 10.5 m to 4.2 m and reducing the minimum podium height from 10.5 m to 4.2 m (to allow for the cafe) 

● Reducing the minimum rear yard from 7.5 m to 3.0 m 

● Reducing the minimum requirement for residential parking from 0.2 to 0.18 spaces per bedroom 

● Permitting five parking spaces to function as combined visitor spaces and non-residential uses, whereas eight spaces are required 

● Reducing the tower separation requirements, including a tower on the same lot from 22 metres to 9 metres and tower separation from an interior lot line from 11 metres to 3.0 metres (both for the 7th floor of the new building) 

● Increase in maximum density from 1,105 bedrooms per hectare to 1,191 bedrooms per hectare. 

The proposed new building will feature 24 units with a mix of bachelor, one, two, three, and four bedrooms designated for apartment-style housing.

Additionally, there will be 146 square metres of commercial space and parking spaces for 25 vehicles. 

Bicycle parking facilities will include 27 new indoor spaces and 58 outdoor spaces. 

The proposed redevelopment will see the demolition of existing detached dwellings to make way for the new café and mixed-use building. 

Furthermore, the existing building will undergo renovations to accommodate the additional residential units and amenity spaces. 

The site is within the University of Waterloo Major Transit Station Area (MTSA), with transit routes and stops conveniently located nearby. 

Nearby transit stops include Stop #2526 on the north side of the site, servicing Route 31 Columbia Westbound, and Stop #4072, situated approximately 30 metres from the site, servicing Route 31 Columbia Eastbound & Route 201 iXpress Columbia. 

This development application marks a significant step in addressing housing needs and enhancing urban infrastructure in the region.
