Proposed development at Ridgemount Street in Kitchener: consent application to be reviewed by committee of adjustment

KITCHENER – Activa Holdings Inc. is set to present Consent Application B2024-023 for review at the Committee of Adjustment meeting today, scheduled for September 17, 2024. 

The application seeks to sever a parcel of land located on Ridgemount Street, which has an approximate width of 13.3 metres, a depth of 46.1 metres, and a total area of 533.1 square metres. 

The property does not have a municipal address because it does not contain a building.

This land is intended to be conveyed as a lot addition to the adjacent property immediately to the east which  is an “estate lot” addressed as 448 New Dundee Road, which is owned by Hayre Properties Inc.

The property currently contains a single dwelling, anticipated to be demolished in the future. The property also has 60.9 metres of frontage on New Dundee Road and is 1.2 hectares in area. 

In January 2024, City Council granted approval for a Zoning By-law Amendment Application which proposed changing the zoning of the site from ‘Low Rise Residential One Zone (RES-1)’ to ‘Low Rise Residential Four Zone (RES-4),’ along with Site Specific Provision (384) and Holding Provision (58H). 

This change will enable the development of 26 vacant land condominium units, including 14 single detached and 12 semi-detached dwellings. 

The plan also encompasses a private common road, two amenity areas, visitor parking, and a stormwater management facility. 

Additionally, the applicant intends to submit a Vacant Land Condominium application for the site in the future.

The subject property, currently unaddressed, designated as Block 101 in Registered Plan 58M-616, is situated in the Doon South Planning Community. 

The undeveloped land, created in 2018, remains under the ownership of Activa Holdings Inc. 

The site is designated as ‘Low Rise Residential’ in the City’s Official Plan and falls within a ‘Designated Greenfield Area.’ 

The application has been structured to comply with existing regulations, requiring no variances to facilitate the severance. 

The resultant lots are anticipated to align with the established character of the neighbourhood, which primarily consists of single detached dwellings and street townhouses. 

Key conditions associated with the approval include:

1. Submission of draft transfer documents and payment of associated fees. 

2. Verification of no outstanding taxes on the property. 

3. Provision of a digital reference plan and servicing plan that meets municipal standards. 

4. Compliance of new driveways with city specifications. 

5. Confirmation that the basement can be drained by gravity; if not, a pumping system will be required. 

Additionally, the site plan application for 448 New Dundee Road, which includes a portion of the severed land, has been submitted for conditional approval. 

This site plan outlines the proposed development for a future Vacant Land Condominium, optimizing the use of existing infrastructure, such as nearby parks and schools while ensuring access to local transit options. 

The severance aims to support the City’s objectives for efficient land use and contribute to the development within both the ‘Built Up Area’ and ‘Designated Greenfield Area,’ which is in line with the policies outlined in the Regional Official Plan. 

The Region of Waterloo has indicated no objections to the proposed consent. 

As the Committee of Adjustment prepares to review this application, the development represents a significant step toward enhancing residential options in Kitchener and addressing the needs of its growing population.
