Proposed development at 864-872 King Street West receives planning committee approval for revised plan in Kitchener

KITCHENER — The Planning and Strategic Initiatives Committee approved a revised development proposal on October 28, 2024, for the construction of a high-rise residential building at 864-872 King Street West. 

Submitted by King Pine Kitchener Inc. and co-owner Vive Development, this proposal seeks to redevelop a site currently occupied by a vacant office building, introducing a 45-storey residential tower with 456 rental units. 

The proposed building is set to be the first phase of a larger, multi-phased project on the property, with concept plans for additional towers, including a future 55-storey tower with a 28-storey step-back and a 14-storey tower positioned on a 6-storey parking podium. 

The proposed building site is currently zoned as High Intensity Mixed Use Corridor 3 (MU-3) under Zoning By-law 85-1, with an anticipated rezoning to Strategic Growth Area Four (SGA-4) under Kitchener’s newly adopted *Growing Together* planning framework. 

The new designation aligns with the city’s objectives for high-density development in Major Transit Station Areas (MTSAs) and supports intensification near key transit hubs such as the nearby Grand River Hospital ION stop.

Several changes from the original proposal have been incorporated into the updated development plan. 

The unit count has been increased from 455 to 456 rental units, while parking provisions have been expanded to offer 272 spaces, up from the initially proposed 261. 

Additionally, the design includes two levels of underground parking and now 456 bicycle parking spaces.  

The proposed 5,389 square metres of combined indoor and outdoor amenity areas has not changed since the first proposal.

The building’s orientation was also rotated by 90 degrees, and setbacks were adjusted to improve compliance with zoning regulations, resulting in enhanced separation distances of 4.7 metres from the northern lot line, 14.6 metres from the eastern lot line, and 14 metres from the southern lot line. 

Under the City of Kitchener’s *Growing Together* framework, which governs high-rise, transit-oriented developments within the Strategic Growth Area Four (SGA-4) zoning, the proposed tower aligns with city policy objectives for dense, transit-accessible communities. 

The revised proposal now awaits final council approval before proceeding.
