WATERLOO — TJMT Enterprises Ltd. has submitted a comprehensive application to amend the zoning and official plans for a significant new development at 354 King Street North.
The proposed project aims to replace the existing two-storey commercial office building with a modern, 24-storey mixed-use structure that will house both residential and commercial spaces, reshaping the urban landscape of Waterloo.
The proposed building will feature 185 residential units, including 112 one-bedroom, 54 two-bedroom, and 19 three-bedroom apartments.
In addition to the residential spaces, the development will incorporate 770 square metres of commercial floor area, divided into three units.
The rooftop of the building’s six-storey podium will offer 528.1 square metres of outdoor terrace space, providing residents with a private amenity area.
The development plans also include significant provisions for parking and transportation.
A total of 186 parking spaces will be available, comprising 148 residential spaces, 19 visitor spaces, and 19 commercial spaces.
The allocation represents a reduction from the currently required 185 residential and 21 commercial parking spaces, bringing the residential parking ratio to 0.8 spaces per unit, whereas 1.0 spaces per unit is the requirement.
In addition, 118 bicycle parking spaces will be provided to encourage alternative transportation methods.
Access to the parking facilities will be available from both King Street North and Regina Street North.
The development site, covering an area of approximately 3,760 square metres, has frontages of about 49 metres along both King Street North and Regina Street North.
TJMT Enterprises Ltd. is seeking several amendments to existing regulations to facilitate this ambitious project.
The Official Plan Amendment proposes to redesignate the site from “Corridor Commercial” to “Mixed-Use High-Density Residential.”
Meanwhile, the Zoning By-law Amendment seeks to rezone the area from Corridor Commercial (C5-81) to Residential Mixed-Use (RMU-81), with specific site provisions.
The provisions include increasing the maximum setback from King Street from 6 metres to 7 metres, permitting exterior stairs and ramp higher than 0.6 metres, and allowing a retaining wall higher than 0.6 metres.
Additionally, the amendments request a reduction in commercial parking spaces from 21 to 19 and a reduction in residential parking spaces from 185 to 148.
Another amendment seeks permission for commercial use in the second storey and a reduction in landscaped space from 30% to 27%.
The rationale behind these amendments centers on promoting urban intensification and supporting the city’s goal for a compact built form.
The proposed development aligns with the city’s vision of creating vibrant community hubs that offer a mix of residential and commercial spaces.
It aims to enhance access to various amenities and transportation options, including proximity to multiple bus stops and the LRT station, thereby supporting the concept of 15-minute neighbourhoods.
