Proposed 30-Unit townhouse development at 9-27 Turner Avenue approved by planning committee, awaits council decision

KITCHENER — A Zoning By-law Amendment for 9-27 Turner Avenue, proposed by 1000918377 Ontario Inc., received approval from the Planning and Strategic Initiatives Committee on October 7, 2024. 

The development now awaits approval from the City Council. 

The proposal involves rezoning the site from ‘Low Rise Residential Four Zone (RES-4)’ to ‘Low Rise Residential Five Zone (RES-5)’ with a Site-Specific Provision (410) to permit the construction of a 30-unit stacked townhouse building. 

The project also seeks approval for an increased Floor Space Ratio (FSR) of 0.75, whereas the maximum FSR permitted is 0.6, and a reduced rear yard setback of 3.6 metres, while the required rear yard setback is 7.5 metres.

The development includes 36 surface parking spaces, which exceeds the required minimum, and provisions for bicycle storage to encourage alternative modes of transportation. 

The 0.33-hectare subject lands are currently occupied by seven residential units consisting of detached dwellings and triplexes. 

Located in a neighbourhood with a mix of low- and medium-rise residential and commercial uses, the development site benefits from nearby public transit, including Grand River Transit Routes 20 and iXpress Route 204. 

The project aligns with the Provincial Policy Statement (PPS), 2020, which promotes residential intensification and efficient land use. 

The City of Kitchener’s Official Plan designates the area as ‘Low Rise Residential,’ allowing for low-density housing forms such as the proposed stacked townhouses. 

While the development generally complies with zoning requirements, staff will continue to work with the applicant regarding the Rental Replacement By-law, as the project involves the demolition of rental units. 

The by-law mandates the replacement of rental units with affordable housing for at least 10 years. 

The proposal is set to move forward pending final approval from the City Council.
