Proposed 25-storey mixed-use development planned for Wonderland Road North

LONDON — A proposal for a significant redevelopment project has been presented for Wonderland Road North in Ontario. 

Led by 735 Wonderland Road North Inc. and facilitated by Strik, Baldinelli, Moniz Ltd., the plan seeks to rejuvenate the eastern section of the site with a modern 25-storey mixed-use building, accommodating up to 189 units per hectare and reaching a maximum height of 25 storeys. 

Amendments to the Official Plan and Zoning regulations are required to bring this vision to life. 

The amendments include modifications to the Transit Village Place Type policies and a shift from the current Associated Shopping Area Zone (ASA1/ASA2/ASA3/ASA5/ASA6) to a Business District Commercial Special Provision (BDC1(_)) Zone. 

However, it’s important to note that the proposed building height exceeds the maximum of 22 storeys set by The London Plan and Policy 815C. 

The proposed development aligns with the general intent of the policies of the London Plan but diverges from specific height regulations within protected major transit station areas. 

Specifically, The London Plan states that within Transit Village Protected Major Transit Station Areas, the minimum building height is two storeys or eight metres, and the maximum building height is 22. 

Nevertheless, the requested Official Plan amendment aims to permit a maximum building height of 25 storeys on-site. 

The site is zoned with multiple variations of the Associated Shopping Area Commercial zones, allowing a wide range of office, commercial, and retail uses. 

A Zoning By-law Amendment is necessary to permit the proposed residential component of the development to align with the vision of the London Plan’s “Transit Village” place type. 

The Business District Commercial Zone, intended for larger-scale developments along corridors with mixed-use development, facilitates uses appropriate for transit-oriented development while discouraging auto-centric uses. 

Regarding parking provisions, the proposal includes 98 surface parking spaces and 188 underground parking spaces, with eight spaces designated as barrier-free. 

Additionally, 244 bicycle spaces are proposed, including 200 long-term spaces for residents, 22 short-term spaces, 16 for commercial use, and 6 for office use, all in compliance with requirements. 

The project timeline and potential adoption of additional provisions remain subject to municipal review. 

However, if approved, the development promises to transform the skyline of Wonderland Road North, guiding in a new era of mixed-use vibrancy and urban sophistication.
