Proposed 16-unit residential development at Isabella Street to go before Woolwich Township Council

WOOLWICH — The proposed residential development by Spurline Developments Inc. at 49 and 55 Isabella Street South in St. Jacobs is set to go before the Woolwich Committee of Adjustments on November 4, 2024. 

This proposal, located at the southeast corner of Isabella Street South and Cedar Street West, encompasses a 0.15-hectare site. 

Spurline Developments seeks council approval for a series of consent and minor variance applications aimed at subdividing the property into four residential lots, each of which would host a four-unit residential building totalling 16 dwelling units across the development. 

The consent applications propose the creation of four distinct lots along Cedar Street West, including the allocation of access and servicing easements necessary for shared pedestrian, vehicle, and stormwater access among the lots. 

Specifically, the development plan includes reducing lot areas and widths below the minimum standards for the Residential R-3 zone, which typically requires a minimum lot area of 465 square metres and a minimum lot width of 15 metres.

Spurline Developments has submitted minor variance applications to adjust these requirements to accommodate the proposed four-plex designs. 

In Minor Variance Application A 14/2024, Lot 1 seeks a reduced lot area of approximately 461 square metres and a lot width of 11.45 metres, along with adjustments to the side yard and building line setbacks. 

Similarly, Variance Applications A 15/2024 through A 17/2024 address reduced lot sizes and setbacks for Lots 2, 3, and 4. 

This configuration allows the development to include two eight-unit buildings, achieved by connecting structures along shared lot lines. 

Currently, 49 Isabella Street South is vacant, while 55 Isabella Street South houses a commercial storage building. 

The proposal includes connecting all four lots to full municipal services, with shared access from Isabella Street South. 

Approval of these variance and consent applications by the Woolwich Township Council will be essential for the project to move forward, potentially enhancing residential density in St. Jacobs with a 16-unit addition to the local housing supply.
