WATERLOO — Lester Sunview Development Inc. has proposed a 13-storey apartment building at 249-253 Sunview Street. The development will be considered at a public meeting on October 21, 2024, and the aim is to amend the city’s official plan and zoning by-law to facilitate the project.
The site, spanning 0.2194 hectares (0.54 acres), is currently occupied by three single-detached dwellings, and the proposed building will consist of 131 one-bedroom units.
The project includes 33 vehicular parking spaces (6 surface and 27 structured) and 45 bicycle parking spaces (40 indoor and 5 outdoor).
The development is situated in a major transit station area (MTSA) near the University of Waterloo ION Station and the bus terminal on Phillip Street, emphasizing its transit-oriented nature.
The project does not include commercial uses and is focused entirely on residential development.
The current zoning for the site is (Holding) Residential Northdale 12 ((H)RN-12), which allows for mid-rise residential development up to 12 storeys.
The applicant is proposing to retain the RN-12 zoning but with site-specific amendments.
These amendments include increasing the allowable building height to 13 storeys, though the building height in metres, at 39.01 metres, remains within the permitted maximum of 41.5 metres.
The additional storey is largely a result of the site’s sloped grades, which make the southern end of the building appear taller.
Other requests to the zoning amendment include:
● Reduced rear yard setback for structured parking from 7.5 metres to 1 metre.
● Reduced side yard setback for structured parking along the northern property line from 3 metres to 0.5 metres.
● Reduced landscape open space from 30% to 27%.
● Reduced first-storey height from 4 metres to 2 metres and a reduction in the number of required first-storey entrances from 4 to 2.
The development is designed to provide 691 square metres of amenity space, exceeding the city’s requirements.
Additionally, the building will have a podium with a maximum height of 20.5 metres, slightly above the 20-metre limit.
The site will be landscaped with enhanced features, particularly on top of the structured parking.
The proposed amendments are intended to accommodate site conditions while maximizing the efficient use of the land within the established parameters of the zoning by-law.
