LONDON — Bluestone Properties Inc. has recently submitted a proposal for the development of vacant land situated at 7098-7118 Kilbourne Road.
The proposed project involves the construction of ten single detached dwelling units with a private driveway along with the preservation of designated open space and floodplain areas.
The proposed development, as outlined in the Draft Plan of Vacant Land Condominium, requires amendments to both the Official Plan and Zoning Bylaw.
Bluestone Properties Inc. is seeking changes to The London Plan, specifically targeting the Southwest Area Secondary Plan (Section 20.5.7 – Lambeth Neighbourhood), as well as adjustments to the current zoning regulations governing the site.
Under the proposed plan, the site’s zoning would transition from Residential R1 (R1-8), Environmental Review (ER), Holding Open Space (h-2*OS4), and Open Space (OS5) Zones to a Residential R6 Special Provision (R6-1()) Zone and an Open Space (OS5) Zone.
The zone change would permit the single detached dwellings, with specific regulations including a maximum height of 10.5 metres, a maximum lot coverage of 30%, and a minimum lot frontage of 22 metres.
Additionally, a 1.2-metre rear yard depth for Units seven and eight is proposed.
The Open Space zone would permit a designated conservation area along with trails and multi-use pathways for the development site.
Furthermore, amendments to the Official Plan are being pursued to accommodate the proposed development’s density requirements.
The Southwest Area Secondary Plan is slated to be adjusted to include a special policy permitting a minimum density of 6.4 units per hectare on the site, deviating from the required 15 units per hectare.
The fate of the proposed development now rests with London’s municipal authorities, who must navigate the proposal and consider the density, environmental protection, and urban design of the project in reaching a decision.
