Proposal to develop a mixed-use building in Waterloo’s Northdale neighbourhood is under review

WATERLOO — Hendga Real Estate Ltd. has put forth a proposal to construct a new six-storey mixed-use building at 310-322 Albert Street and 291-295 Hemlock Street in Waterloo.

The Subject Lands, spanning approximately 0.48 hectares, are located in the Northdale Neighbourhood between Hickory Street West and Columbia Street West. 

Currently, each lot within the subject area houses a single detached residential dwelling. 

The proposal aims to transform these lots into a vibrant mixed-use development, contributing to the ongoing evolution of the neighbourhood. 

The development is envisaged to comprise a total of 139 residential units, offering a mix of one-, two-, and three-bedroom apartments, catering primarily to the student rental housing market. 

Parking provisions include a total of 57 vehicular parking spaces, with 52 surface spaces and five enclosed within a parking structure, along with 54 bicycle parking spaces. 

Access to the site is planned via two driveways, facilitating connectivity between Albert Street and Hemlock Street.

Additionally, the project includes 229 square metres of commercial space on the ground floor facing Albert Street. In terms of amenities, the proposal allocates approximately 601 square metres of combined indoor and outdoor amenity space for residents, with 465 square metres indoors within the rooftop penthouse and 136 square metres outdoors on the sixth-floor rooftop. 

The residential density is anticipated to reach 425 bedrooms per hectare. The project is also situated within the University of Waterloo Major Transit Station Area (MTSA). 

An Official Plan Amendment (OPA) and a Zoning By-law Amendment (ZBA) are required to enable the proposed development. 

At the same time, the ZBA aims to implement the proposed amendments to the City of Waterloo’s Zoning By-law 2018-050. 

Changes to the Zoning By-law are requested to allow for increased density, a reduction in minimum landscaped area, an increase in maximum building height, permission for two driveways to access the site, and the lifting of the Holding (H) symbol. 

Examples include but are not limited to: 

● The proposal seeks to increase the maximum density from 250 bedrooms per hectare to 430 bedrooms per hectare. 

● The request consists of a reduction in the minimum landscaped area from 30% to 22%. 

● The proposal aims to increase the maximum building height to 25.0 metres, including a rooftop penthouse. 

● The zoning amendment would permit two driveways to access the site. 

The Official Plan Amendment seeks to modify the land use designation and introduce a site-specific policy permitting increased density from the current maximum permission of 250 bedrooms to 430 bedrooms per hectare. 

The project is anticipated to undergo further review by city planners, relevant agencies, and the city council before any construction can commence.
