Proposal for Highrises in Williamsburg Neighbourhood Would Create Over 500 New Units

KITCHENER — A new development at 1198 Fischer Hallman Road in the Williamsburg neighbourhood is being considered. 

MHBC applied for the zoning by-law amendments and submitted the official plan to the City of Kitchener on behalf of the developer and owner of the land, Activa Holdings Inc. 

Activa Holdings has been developing in the Waterloo Region for over 30 years and has been involved with many projects. A few examples of their projects include Doon South, Huron Village, and Vista Hills, all neighbourhoods in Waterloo Region. 

The development at Fischer Hallman Road will take place in 2 phases. Phase 1 has conditional site plan approval to construct 138 residential units on the subject lands. The units are in the form of townhouses and stacked townhouse blocks. 

Phase 2 of Activa Holdings development proposal application includes two residential towers. 

The first tower is 14 storeys (48.9m), and the second is 22 storeys tall (74.5m) with a 4-storey podium connecting the two buildings with outdoor amenity space on the roof. 

These residential towers would consist of 373 units, potentially creating 511 new residential units for the entirety of both phases of the development if the application receives approval. 

The proposal provides approximately 1,200 square metres of commercial space on the main floor and 2,158 square metres of core amenity space. 

Several special provisions are requested in the ocial plan and zoning by-law application. These special provisions require minor and significant changes to the (R-6) zoning set. 

Activa Holdings Inc. requests an increase in building height up to 75m from the maximum current allowance of 

25m, allowing the highrises to be developed up to 22 storeys. 

Also, a reduction in parking spaces per unit is requested to allow 0.82 from the required 0.9 for residential parking and visitor parking spaces per unit to be 0.04 from the required 0.1. 

The developer is seeking an increase in FSR (floor space ratio) to 6.34 from the maximum of 2.0 for the second development phase to allow for an increase in square footage for the highrises. 

The application for the highrises proposes having 349 parking spaces provided for residential, commercial, and visitor parking. Including a large number of bicycle spaces exceeding the City’s requirements.
