CAMBRIDGE — At 1065 Speedsville Road in the River Mill neighbourhood, a proposal for a new development seeks the city council’s approval.
The developer for the subject lands is New Horizon Development Group. New Horizon is a Burlington-based company with various developments throughout Hamilton, Burlington, and surrounding areas.
At the east of Speedsville Road and south of Equestrian Way, New Horizon is proposing a 4-storey apartment building with 465 dwelling units containing private balconies.
The developer seeks approval of zoning amendments for townhouses and an apartment building if they change their design to townhouses. That way, New Horizon will already have authorization from the city and
won’t have to re-apply with a dierent planning report, making their process for approvals easier.
The subject land’s zoning is currently (H)RM3/CS5 s.4.1.303B, meaning it is high-density residential and commercial use with a maximum allowance of 4-storeys and has a site-specific policy.
In the proposal, there are 535 parking spaces. The proposal includes 70 visitor spaces with two barrier-free spaces, 465 spaces for residents in an underground parking structure with 11 barrier-free spaces, and 152 bicycle spaces.
The planning application proposed indoor and outdoor amenity areas totalling 1,167 square meters. The spaces include 470 square meters of indoor and 697 square meters of outdoor amenity space.
New Horizon requests a zoning by-law amendment for reduced setbacks, reduced visitor parking spaces per dwelling unit, increased maximum lot coverage, and reduced private amenity area per square meter.
The city currently requires 0.25 spaces (116 parking spaces) per dwelling unit for visitor parking and 1.0 spaces per dwelling unit for residents. The developer seeks to reduce the requirement of 0.15 visitor spaces (70 parking spaces) per dwelling unit. The need for 1.0 space per dwelling unit is to remain the same.
The developer proposes a reduced private amenity area per dwelling unit (for private balconies), hoping to reduce the required 20 sq. m for apartments to 4 sq. m per unit.
Also, New Horizon is requesting a ‘parking setback to a habitable room’ from 6.0m to 3.0m. This setback means the parking spaces will be closer to the units of the building if the application is approved.
Another request from the developer is an increase in maximum lot coverage. The current zoning allows for 40% coverage, and New Horizon proposes 60-80% in the application.
Lot coverage means the percentage of lot area covered by buildings. Increasing the maximum lot coverage allows the buildings to take up more space, leaving less room for parking and amenity space.
The development group is awaiting approval from city sta as their application is in progress.
