LONDON — A new development has been proposed to construct a 78-unit cluster stacked townhouse project in London’s White Oaks planning district.
The development, proposed by 900 Jalna GP Ltd., seeks a Zoning By-law Amendment to accommodate the project, which promises to add to the residential landscape of the area.
Situated at 900 Jalna Boulevard, approximately 65 metres west of the southwest corner of the Southdale Road East and Ernest Avenue intersection, the proposed site spans an area of 0.87 hectares.
The irregularly shaped land boasts 86 metres of frontage on Southdale Road East and 78 metres on Jalna Boulevard.
Currently housing an existing surface parking lot and a one-storey commercial building with a gym and physiotherapist office, the site is poised for transformation.
The proposed development aims to introduce a 78-unit cluster stacked townhouse complex with a maximum height of 12.0 metres, exhibiting a density of 100 units per hectare.
Special provisions are requested to facilitate the development. The provisions are tailored to address specific site constraints and optimize land utilization.
Among the requested adjustments, the developer seeks to reduce the minimum front yard and exterior side yard requirements, proposing a provision of 3.83 metres instead of the mandated 6.0 metres along Jalna Boulevard.
Additionally, the developer aims to adjust the minimum rear yard and interior side yard requirements to 1.0 metres, down from the required 3.0 metres along Southdale Road, following necessary road widening.
City staff have noted that a 5.7-metre-wide road widening along the Southdale Road East frontage is necessary.
The surrounding area hosts a mix of land uses, including low-rise residential forms, retail/service commercial plazas, institutional uses, and public facilities such as a fire station.
Additionally, the site benefits from its proximity to London Transit bus routes, with accessibility to Southdale Road East, Ernest Avenue/Nixon Avenue, and portions of Jalna Boulevard.
However, the project necessitates a Zoning By-law Amendment to proceed with the envisioned townhouse complex.
The subject lands are currently zoned Commercial Recreation (CR). A Zoning Amendment is requested to rezone the lands as a Residential R6 Special Provision (R6-5(_)) zone, as the current zoning does not permit stacked townhouses.
The new zoning permits the stacked townhouses and a density of 35 units per hectare.
Therefore, a special provision is needed to increase the allowable density of the site.
The proposed development aligns with the City’s Urban Growth Boundary policies and aims to enhance the residential landscape of the White Oaks planning district.
