KITCHENER — The proposed redevelopment at 169-183 Victoria Street South led by 1000002286 Ontario Ltd., Legion Heights Victoria Inc., and 2306975 Ontario Inc., received approval from the Planning and Strategic Initiatives Committee on October 28, 2024.
The development plans to replace five low-rise residential buildings with an eight-storey, mid-rise apartment building that will feature approximately 120 rental units, including 24 affordable housing units.
The approval includes a modification to incorporate between three to five three-bedroom units, addressing requests for a broader mix of unit types within the building.
The project’s Zoning By-law Amendment (ZBA) application requested rezoning from “Low Intensity Mixed Use Corridor Zone (MU-1)” to “Medium Intensity Mixed Use Corridor Zone (MU-2)” under Zoning By-law 85-1, along with a Special Regulation Provision.
The rezoning allows for a height increase to 28.8 metres (eight storeys) from the current permitted 13.5 metres and a Floor Space Ratio (FSR) of 4.2.
The building features two underground parking levels with 53 spaces, 10% allocated to visitor parking, 4% designated for barrier-free access, and 20% equipped for future electric vehicle charging.
Although there is no surface parking, the development offers extensive bicycle accommodations, including 120 secure spaces and eight exterior stalls for short-term use.
Amenities will include a ground-floor common room, private balconies, and outdoor spaces that meet the City’s requirements for amenity provision.
Due to the steep grading along Victoria Street, the developer received relief from requirements to dedicate 50% of the ground-floor frontage to commercial or community use, along with an adjustment of the required façade openings from 40% to 29%.
The development will also be subject to the City’s Inclusionary Zoning and Rental Replacement By-law.
