Planning committee advances 4-storey development at 1408 and 1412 Commissioners Road West in London

LONDON — The Planning and Environment Committee has advanced the proposed development at 1408 and 1412 Commissioners Road West, with recommendations to enhance the project’s design through the site plan process.

The project, led by Domday Developments and represented by Zelinka Priamo Ltd., seeks to redevelop the site to accommodate a four-storey, 22-unit residential apartment building. 

The committee approved the amendment to rezone the site from a Residential R1 (R1-8) Zone to a Residential R8 Special Provision (R8-4(_)) Zone. 

This amendment includes special provisions permitting a reduced front yard setback of 1.0 metres, an increased building height of 14.5 metres, and parking limited to the interior side and rear yards. 

The committee requested several design enhancements to be incorporated during the site plan stage, aimed at mitigating impacts on neighbouring properties and improving the streetscape. 

These include:

● Enhanced Landscaping: Landscaping along the interior and rear boundaries will exceed the minimum requirements set out in the Site Plan Control By-law to provide additional privacy and aesthetic value for neighbouring properties. 

● Orientation of the Building: The front façade and principal building entrance will be oriented towards Commissioners Road West to enhance the streetscape and pedestrian connectivity. 

● Board-on-Board Fencing: A fence exceeding by-law standards will be installed along the property boundary to improve screening and privacy for adjacent properties. 

● Visitor Parking Restrictions: The two northern parking spaces in the front yard will be designated solely for temporary visitor parking. 

The proposed apartment building will feature 22 units, with a density of 73 units per hectare, supported by 22 parking spaces. 

The development emphasizes efficient land use within the Built Area Boundary while complying with the Neighbourhoods Place Type designation under The London Plan. 

The plan integrates urban design principles to ensure compatibility with the surrounding low-density residential neighbourhood. 

The proposed zoning amendment is scheduled for consideration at the council meeting on November 26, 2024. 

If approved, the site plan process will finalize design details, ensuring compliance with the committee’s recommendations.
