Ontario land tribunal approves mixed-use redevelopment proposal for Westmount Mall in London

LONDON — In a landmark decision, the Ontario Land Tribunal has approved a mixed-use redevelopment proposal for the iconic Westmount Mall site at 755, 785, and 815 Wonderland Road South, London. 

The application, filed by 785 Wonderland Road Inc., entails a transformative project to revitalize the existing shopping center into a vibrant community hub. 

The approved proposal outlines a comprehensive redevelopment plan that includes the construction of 900 residential units and 30,000 square meters of office space above the ground floor. 

The ambitious project is set to breathe new life into the area, offering a diverse range of residential, commercial, and retail amenities. 

A key aspect of the proposal involves amendments to The London Plan and the Zoning By-law to accommodate the envisioned development. 

Specifically, the developer sought to increase the maximum residential height to 55 meters (approximately 18 storeys) and expand the allowable office gross floor area. 

Additionally, the plan includes provisions for various residential densities and building heights across three distinct policy areas within the site. 

The proposed zoning changes are significant, transitioning the current Regional Shopping Area Special Provision (RSA2(3)) Zone to several Residential R9 zones with special provisions for mixed-use development. 

The changes would enable a broader range of land uses, including cluster townhouse dwellings, apartment buildings, and specialized commercial establishments such as craft breweries and call centers. 

In response to the proposal, the City of London and the appellant, 785 Wonderland Road Inc., collaborated to reach a settlement agreement that was issued February 26, 2024. 

The agreement outlines a clear path forward for the redevelopment project, establishing parameters for mixed-use development within the site. 

The settlement proposal delineates three areas within the site, each designated for low-rise, mid-rise, and high-rise structures, respectively. 

Under the approved settlement, the Official Plan and Zoning By-law will undergo amendments to facilitate the proposed redevelopment. 

The tribunal’s decision allows for a phased approach to development, providing opportunities for diverse housing options and commercial amenities within the Westmount Mall site. 

The revitalization of the Westmount Mall site represents a significant step forward in the ongoing urban renewal efforts in London. 

With its blend of residential, commercial, and retail spaces, the redevelopment project aims to create a dynamic and inclusive community environment for residents and visitors alike.
