Nine-storey apartment building proposed for Spruce Street in Waterloo

WATERLOO — 1000123305 Ontario Inc. has submitted a proposal to amend the zoning by-law for the site at 329 and 331 Spruce Street to facilitate the construction of a nine-storey multi-unit apartment building. 

The proposed development aims to address the growing housing demand in the city by providing modern residential options. 

The proposed building will consist of 64 residential units, offering a mix of one and two-bedroom apartments, totalling 88 bedrooms. 

The development will cover an area of approximately 0.15 hectares (0.37 acres) and will feature a density of 587.4 bedrooms per net hectare. 

The building height will reach nine storeys, making it a notable addition to the neighbourhood skyline. 

The development includes provisions for 22 vehicle parking spaces and 26 bicycle parking spaces, accessible from Spruce Street. 

The parking ratio, therefore, stands at approximately 0.34 spaces per unit, meeting the city’s requirements for parking. 

Residents will benefit from 293 square metres of amenity space, with 198 square metres allocated to an outdoor area on the 8th-storey rooftop and 95 square metres of indoor space. 

The design aims to enhance the living experience by offering recreational areas within the building. 

The subject lands are currently zoned as Residential Northdale Twelve (H)(RN-12) under the City of Waterloo Zoning By-law 2018-50 and the zoning amendment does not request a zone change. 

The current zoning permits the proposed development but requires minor changes which will be made to the existing zoning to meet the specific needs of this project. 

The first minor change being requested includes a reduction in the minimum tower separation and interior lot line distance from the required 11 metres to 6 metres for the three storeys above the podium.

 Additionally, the second change requested for the zoning amendment is the removal of the holding provision currently in place. 

The proposed development is situated in a diverse area with residential, institutional, recreational, and commercial uses within proximity. 

The proposed development represents a significant investment in Waterloo’s housing market, offering modern living spaces and amenities. 

The requested zoning amendments are aimed at optimizing the site’s potential while maintaining compliance with broader urban planning goals. 

If approved, the project will contribute to the vibrancy and growth of the local community.
