KITCHENER – Klondike Homes Ltd. has submitted a proposal for the redevelopment of 7 Morrison Road, situated in the Centreville Chicopee neighbourhood adjacent to the Grand River Hospital – Freeport Health Centre.
The project, which aims to establish two stacked townhouse buildings comprising 32 residential units, necessitates both Official Plan and Zoning By-law Amendments.
The subject lands, currently housing a vacant single detached dwelling and garage, span approximately 0.35 hectares with a frontage of 35 metres on Morrison Road.
The proposed development will replace these structures with two buildings, each containing 16 units, totalling 32 residential units.
The design includes a private road for site access from Morrison Road and proposes a parking provision of 39 spaces, achieving a parking ratio of 1.2 spaces per unit.
Additionally, 22 secure indoor bicycle parking spaces will be provided adjacent to a common amenity area.
The current designation under the City’s Urban Structure is ‘Community Areas’ and ‘Low Rise Residential’ according to the Kitchener Official Plan.
The proposed development seeks an amendment to increase the permitted Floor Space Ratio (FSR) from 0.6 to 0.9, surpassing the maximum FSR of 0.75 that can be allowed without an Official Plan Amendment (OPA).
The increase is sought to accommodate the proposed density while maintaining compatibility with the surrounding area, which features a mix of low-rise residential, institutional, and open spaces.
The existing zoning for the site is ‘Low Rise Residential Five (RES-5)’ under Zoning By-law 2019-051, which permits multiple dwellings with specific regulations.
To facilitate the proposed development, Klondike Homes Ltd. has requested a zoning change to ‘Low Rise Residential Five Zone (RES-5) with Site-Specific Provision (361)’.
The amendment includes adjustments to key factors such as setbacks, parking requirements, and building height to align with the development plans.
The proposed development is consistent with the low-rise residential character of the neighbourhood and is designed to enhance the area’s density without significant adverse impacts.
Despite the FSR exceeding the typical limit, the amendment aims to support the city’s objectives of increased density and efficient land use.
The site is well-served by public transit, including Grand River Transit Route 27 and iExpress Route 206, making it a suitable location for higher-density residential use.
City staff have reviewed the application and recommend approval of the proposed Official Plan and Zoning By-law Amendments.
The redevelopment aligns with the general intent of the City’s Official Plan policies and supports the strategic objectives for urban growth and development.
