Minor variance application for 47 Hugo Crescent seeks parking reduction for residential intensification in Kitchener

KITCHENER — A minor variance application for 47 Hugo Crescent is set to be considered at the Committee of Adjustment on September 17, 2024. 

The application seeks approval for a reduction in the required parking spaces from 14 to 13. 

This adjustment is necessary to facilitate the conversion of existing office space into an additional dwelling unit within the existing 11-unit residential building, bringing the total number of units to 12. 

The subject property, located in the Southdale neighbourhood, is designated as ‘Medium Rise Residential’ in the City’s 2014 Official Plan and is zoned ‘Medium Rise Residential Six Zone (RES-6)’ under Zoning By-law 2019-051. 

The proposal remains in line with the official plan’s goal of promoting medium-density housing without altering the building’s current massing, scale, or design. 

The existing zoning requires 12 parking spaces for residents and two visitor spaces, amounting to a total of 14 spaces. 

However, the applicant is proposing 13 spaces, justifying the reduction by noting that the property is approximately 450 metres from a bus stop for route 16, promoting access to public transit. 

Additionally, the developer has committed to providing six Class A bicycle parking stalls to support active transportation. 

Planning staff have supported the application, considering the requested variance minor and in keeping with the general intent of the zoning by-law. 

The parking reduction is viewed as appropriate, especially given the site’s limitations for adding more parking spaces. 

The proposal aligns with the City’s Housing Pledge, advancing gentle residential intensification and making efficient use of existing infrastructure. 

Transportation Planning Services has also endorsed the variance, agreeing that the parking reduction is justified under the circumstances and that the 13 spaces provided will be adequate for the development. 

If approved by the Committee of Adjustment on September 17, 2024, this variance will allow for the creation of the 12th residential unit, supporting the City’s objectives for housing growth and sustainable development.
