Minor variance application for 47 Hugo Crescent approved for parking reduction to facilitate residential intensification

KITCHENER — The Committee of Adjustment approved the minor variance application for 47 Hugo Crescent on September 17, 2024. 

This approval allows for a reduction in the required parking spaces from 14 to 13, facilitating the conversion of existing office space into an additional dwelling unit within the existing 11-unit residential building, resulting in a total of 12 residential units. 

Located in the Southdale neighbourhood, the subject property is designated as ‘Medium Rise Residential’ in the City’s 2014 Official Plan. 

It is zoned ‘Medium Rise Residential Six Zone (RES-6)’ under Zoning By-law 2019-051. 

The application aligns with the official plan’s goal of promoting medium-density housing without altering the existing building’s massing, scale, or design. 

The current zoning required 12 parking spaces for residents and two visitor spaces, totalling 14. 

The approved parking spaces converts to a ratio of 1.08 spaces per unit as opposed to the required 1.15 parking spaces.

The applicant’s proposal for the 13 parking spaces has been justified by the property’s proximity to public transit, being approximately 450 metres from a bus stop for route 16. 

Additionally, the developer will provide six Class A bicycle parking stalls, promoting active transportation. 

The approval reflects the Committee’s recognition of the variance as a suitable and minor adjustment, supporting the City’s Housing Pledge by enabling gentle residential intensification and making efficient use of existing infrastructure. 

With this approval, the development is set to enhance housing options in the area while maintaining compliance with zoning and official plan requirements.
