LONDON, December 2024 — The Municipal Council has approved the rezoning application for a 92-unit stacked townhouse development at 21-41 Meadowlily Road North and 20 Norlan Avenue. Submitted by 2812347 Ontario Inc. in partnership with Zelinka Priamo Ltd., the project includes three 3.5-storey townhouse blocks designed to enhance residential density while maintaining compatibility with the surrounding neighbourhood.
Project Highlights
The updated proposal replaces a previous 84-unit design approved in 2022, increasing density to 105 units per hectare (UPH) across the 0.88-hectare site. The development includes:
- Residential Units: 92 stacked townhouses.
- Parking: 95 spaces (1.0 space per unit, plus 3 visitor spaces).
- Amenity Spaces: Outdoor areas in the northern portion of the site.
- Private Balconies/Patios: Included for each unit.
Zoning Changes and Contributions
The site has been rezoned from Residential 5 Exception (R5-7(26)), Bonus (B-94) to Residential 5 Exception (R5-7(26)) with special provisions. Key changes include:
- Removal of bonus provisions that previously secured four affordable housing units.
- Replacement with community contributions, including:
- Playground installations at Ealing and Trafalgar Elementary Schools.
- A donation to Urban Roots by Royal Premier Homes.
The zoning amendment incorporates the following site-specific provisions:
- Front Yard Depth: 2.0 metres.
- Rear Yard Depth: 3.9 metres.
- Exterior Side Yard Depth: 2.7 metres.
- Interior Side Yard Depth: 3.8 metres.
- Maximum Density: 105 UPH.
Design and Accessibility
The development prioritizes neighbourhood compatibility with active frontages along Meadowlily Road North and Norlan Avenue. Key features include:
- Parking Areas: Located in the interior side yard and screened with landscaping.
- Vehicular Access: A single driveway along Meadowlily Road North for bi-directional traffic flow.
- Pedestrian Connectivity: Sidewalks connecting townhouse blocks to outdoor amenity spaces.
Community Impact
This project supports London’s residential intensification goals by delivering modern housing in a transit-accessible area while maintaining a pedestrian-friendly environment. The site’s location—240 metres south of Hamilton Road—provides convenient access to local amenities and public transportation.
The approval underscores the city’s commitment to sustainable urban growth, ensuring a balance between density, design, and neighbourhood compatibility.
