LONDON — On August 13, 2024, the Planning Committee approved the proposed redevelopment of 267 York Street, by Citi Plaza London Inc., represented by Zelinka Priamo Ltd.
The development is set to transform the currently underutilized site, which is a surface commercial parking lot, into a high-density residential area featuring two towers with heights of 40 and 45 storeys, connected by a common six-storey podium.
The proposed development is located on a 0.47-hectare parcel of land at the intersection of York Street and Wellington Street within the Central London Planning District.
The site is strategically positioned within the Built Area Boundary and the Primary Transit Area, offering excellent access to public transportation and other amenities.
The development will include 1,067 residential units, resulting in a residential density of approximately 2,280 units per hectare.
The units will be housed within the two towers, which will be oriented along York Street and Wellington Street, with the primary entrance situated along the York Street frontage.
The six-storey podium connecting the towers will feature 80 residential units, building amenities, and parking facilities.
The development will provide:
● A total of 609 parking spaces.
● A parking ratio of 0.65 spaces per unit, alongside 961 long-term and 107 short-term bicycle parking spaces.
● A bicycle parking ratio of one space per unit.
The podium will also house indoor and outdoor amenity spaces, including a rooftop terrace.
An amendment to the London Plan has been approved to facilitate the development, adding a new policy to the Specific Policies for the Downtown Place Type and including the subject lands on Map 7 – Specific Policy Areas.
Additionally, the property has been rezoned from a Holding Downtown Area (h-1*h-3*DA2*D350) Zone to a Holding Downtown Area Special Provision (h-17*h-(_)*DA2(_)*H150*D2280) Zone.
The zoning amendment includes several special provisions. These provisions allow for an increased building height of 150 metres, whereas the current zoning permits a maximum height of 90 metres.
The site is located within the Protected Major Transit Station Area (MTSA), where a maximum height of 22 storeys is typically permitted.
However, city staff supported the proposed height due to the site’s proximity to arterial roads and public transit, making it well-suited for intensification.
Additional provisions include a reduction in the required interior side yard depth above the 8th storey to 12.5 metres, a maximum tower floor plate of 1,000 square metres, and specific tower separation distances to mitigate impacts and enhance the pedestrian environment.
The proposed development is compliant with the Provincial Policy Statement, 2020 and conforms to The London Plan’s Key Directions, City Design policies, and Downtown Place Type.
The development is also subject to holding provisions to address servicing capacity and safety mitigation measures due to the site’s proximity to the CN Rail corridor.
The development’s parking provisions, with a parking ratio of 0.65 spaces per unit, meet the requirements.
The site plan approval process will also consider additional design issues, such as ensuring no windows to habitable rooms are provided along the west façade of the podium that abuts the adjacent property and the inclusion of a minimum of 50% transparent glazing on the north and east facades.
The recommended amendments and special provisions will be introduced at the Municipal Council meeting on August 27, 2024, marking the final step in the approval process for this significant downtown redevelopment.
