London is steps closer to having 39 new residential units if a zoning amendment is approved

LONDON — A residential development proposal at 488-492 Pond Mills Road for a 4-storey apartment building providing 39 units requests a zoning by-law amendment to rezone the subject lands and permit special provisions.

At a Planning and Environment Committee meeting on December 4, 2023, a clause was amended through a vote to ‘install a privacy fence around the parking area bordering the property’ as stated in the meeting.

At the meeting, the council members gave the first step of approval for the development proposal. 

The developer and owner of the subject lands, Willow Bridge Homes, has retained Zelinka Priamo Ltd. to represent the developer. 

The site is currently vacant, with no buildings on the properties and is approximately 0.4 hectares in size. 

In the development proposal, the subject lands are proposed to be built with 39 residential units and would be provided with 43 surface parking spaces at the rear of the site for residents and visitors. 

Also, the developer proposes a building height of 14.1m (4 storeys) for the apartment building and would provide 48 bicycle spaces. 

A total density of 96 units per hectare (98 units per hectare once the road is widened) will be provided if the development receives approval. 

If the rezoning is approved, a maximum density of 100 units per hectare is allowed. 

As stated in the staff report, a zoning amendment to rezone the subject lands from the subject site from a ‘Residential R1 (R1-3) Zone’ to a ‘Residential R9 Special Provision (R9-3(_)*H15) Zone’ has been requested by the developer.

Examples of the special provisions include but are not limited to permitting a minimum front yard depth of 3.0m, whereas 10.0m is required, and permitting a minimum north interior side yard depth of 4.4m, whereas 5.6m is required.

Also, more provisions include a minimum parking lot setback of 3.0m from the rear lot line, a maximum building height of 15.0m (equivalent to 4 storeys), and building orientation and entrance to Pond Mills Road. 

Permitting the rezoning of the property would allow the proposed development to take place. 

The surrounding neighbourhood is mainly low-rise residential, with a small portion being medium-rise residential and some areas being open space.
