LONDON — The revised development proposal for 850 Highbury Avenue North, submitted by Old Oak Properties, was approved by the council on October 15, 2024.
The large-scale development will feature 8,400 residential units across a 57-hectare site, significantly increasing density in this key area of the city.
The development will include 10 mixed-use towers, incorporating a mix of low, medium, and high-density buildings.
The tallest tower, standing at 32 storeys, will be located at the intersection of Oxford Street East and Highbury Avenue North.
Additional towers, with heights of 20 and 30 storeys, will be positioned along these main streets, representing a substantial increase in height compared to the original proposal, which had a maximum of 22 storeys.
Council approved amendments to rezone the site from a combination of Residential R1 and Light Industrial (LI1) to Residential R9-7 Special Provision (R9-7(_)) Zone, Residential R8-4 Zone, Neighbourhood Facility (NF) Zone, and Open Space (OS5) Zone.
The zoning allows for higher density residential development and mixed-use buildings, with site-specific regulations tailored to the project’s scope.
The development shifts density measurement from units per hectare to a Floor Area Ratio (FAR).
The approved FARs are 3.0 for 20-storey towers, 4.0 for 30-storey towers, and 5.25 for the 32-storey tower, ensuring a more intense use of the land.
These FAR ratios accommodate a large number of residential units while supporting the city’s objectives for increased density in areas with strong transit access.
Located within a Major Transit Station Area (MTSA), the development is well-positioned for future public transit enhancements, including bus routes and Light Rail Transit (LRT) stops.
The approved zoning also includes special provisions such as reduced setbacks and increased floor space ratios to accommodate the development’s substantial scale.
The 8,400-unit development will offer a mix of residential options, ranging from low-density housing to high-rise towers, along with commercial spaces in the mixed-use buildings.
The project will also feature ample amenity space and new infrastructure, including extensions of Rushland Avenue and Howland Avenue, as well as the creation of new streets to service the area.
With council’s approval on October 15, 2024, this transformative project is set to significantly increase housing supply while aligning with the city’s vision for high-density, transit-oriented development.
The next steps include detailed site plan approvals and ongoing coordination with city transit and infrastructure planning to accommodate future residents.
