London city council approves 108-unit stacked townhouse development on Wharncliffe Road South

LONDON — A proposed residential development by 2411061 Ontario Inc. at 1210-1240 Wharncliffe Road South was approved by the London City Council on November 5, 2024. 

The development will consist of 108 stacked townhouse units across 11 townhouse blocks on a 1.98-hectare (4.90-acre) section of the 5.12-hectare (12.65-acre) site near Wharncliffe Road South, classified as a Civic Boulevard. 

The council’s approval included an amendment to the City of London Zoning By-law to rezone the subject property from Restricted Service Commercial (RSC1/RSC3/RSC4/RSC5) and Urban Reserve (UR4) to a site-specific Residential R5-7 Special Provision (R5-7(_)) Zone and an Open Space (OS5) Zone. 

The rezoning allows the development of cluster-stacked townhouse dwellings, which were not permitted under the previous zoning. 

The approved amendment includes two specific provisions:

● A reduction in the minimum lot frontage from 30 metres to 13 metres. 

● A reduction in the off-street parking requirement from 1.0 spaces per unit to 0.7 spaces per unit, resulting in 76 parking spaces rather than the required 108. 

The reduced parking provision was deemed appropriate due to the site’s proximity to public transportation, including a bus stop located approximately 400 metres away. 

Additionally, the development plan incorporates pedestrian pathways and bike lanes to encourage alternate transportation options. 

The subject site falls within the Commercial Industrial and Neighbourhood Place Type under the London Plan and is designated for Commercial and Medium Density Residential uses within the Southwest Area Secondary Plan (SWAP). 

The development aligns with the objectives of these plans, supporting increased housing density and offering diverse housing types to meet local demand. 

The approved development will feature a stormwater management pond, a private right-of-way, and pedestrian pathways to enhance connectivity within the site. 

As part of the site plan process, the Site Plan Approval Authority has been requested to consider further refinements to the site access design and to explore enhanced landscaping to screen any parking areas visible from the public street. 

The inclusion of significant mature trees is also encouraged for added visual appeal and environmental benefit.
