Land development proposal unveiled for London Mall site

LONDON — A significant proposal for redeveloping the London Mall site adjacent to the bustling Oxford Street West/Wonderland Road North intersection has been unveiled. The ambitious plan aims to revitalize the existing property at the subject lands, 530 Oxford Street West, London, into a dynamic mixed-use development, addressing residential and commercial needs. 

MHBC was sought by York Developments, the owner and developer of the property. 

The London Mall site spans approximately 5.2 hectares and boasts substantial frontage along Oxford Street West and Wonderland Road North. 

The site comprises a shopping center, multiple-unit commercial buildings, expansive surface parking, and landscaped areas, with a gross floor area of 14,092 square meters, making it a prominent feature in its commercial landscape. 

The proposed development seeks to intensify land use at the London Mall, focusing on mixed-use functionality. 

Central to the plan are two striking 33-storey high-rise towers, BLDG 3 (Tower A) and BLDG 4 (Tower B), collectively accommodating 408 residential units.

These towers will be strategically positioned adjacent to Oxford Street North and Wonderland Road North to maximize visibility and accessibility. 

Designed to seamlessly blend with the surrounding urban fabric, the high-rise towers will feature podiums at their bases, offering a mix of amenities and parking facilities. 

Each tower’s typical floor plates are meticulously planned to optimize residential space, with main floor plates spanning 2,131 square meters and upper levels at 1,240 square meters. 

Key elements of the proposed development include: 

● Podium amenity features for each tower include ground-level access, administrative space, lobby areas, bicycle storage, and parking facilities. 

● Commercial space on the second floor of both towers, totalling 473 square meters, with street-level entrances to cater to local businesses. 

● Structured parking facilities accommodate 426 spaces, supplemented by 413 surface parking spaces to serve the commercial component. 

● Integrating pedestrian and vehicular entrances/exits from the existing mall parking field and street-level pedestrian access from Oxford Street West and Wonderland Road South. 

The current zoning for the London Mall site comprises ‘Community Shopping Area (CSA4)’ and ‘Open Space (OS4)’ designations under the City of London Zoning By-law No. Z.-1. 

While the developed portion falls under CSA4 zoning, the corridor housing the East Branch of Mud Creek is zoned OS4. 

However, the existing CSA4 zoning does not align with the proposed building form or site layout for the intended development. 

As a result, a zoning variation to the Residential R9 (R9-7) Zone is proposed to accommodate the development layout. 

The zoning variation is commonly utilized for high-density residential developments outside Central London, allowing for various intensive residential housing forms with a maximum density of 150 units per hectare and no specified maximum building height. 

The proposed zoning change to R9-7 aligns more closely with the intended development objectives, facilitating the construction of the proposed high-rise towers within the commercially zoned portion of the property.
