KITCHENER — On February 26, 2024, the Planning & Strategic Initiatives
Committee gave the green light to a significant land development project in the Hidden Valley community of Kitchener.
Led by Evaya Developments Inc., the proposed development aims to add
26 residential units to the area, marking a transformative shift for three currently vacant parcels of land and the single detached dwelling at 1018 Hidden Valley Road.
The project, contingent upon amendments to the city of Kitchener
Official Plan and Zoning by-law and a vacant land condominium application, intends to introduce 26 single-detached dwellings.
Each dwelling will occupy a lot with a minimum area of 929 square metres.
The subject lands are situated on a combined area of 3.315 hectares, and the subject lands sit in the southeast part of the city, nestled between Highway 8 and the Grand River.
Designed to align with the low-rise designation of the community area in Kitchener’s urban structure, the proposed dwellings will not exceed 11 metres in height, adhering to current regulations.
An internal private road network, anchored by a crescent-shaped road named Horseshoe Bend Crescent, will facilitate access to these units.
The network will connect to Hidden Valley Road via two vehicular access Points and provide pedestrian access to River Birch Street.
Furthermore, each detached dwelling is slated to feature a two-car garage alongside driveway parking.
The development plan also incorporates essential amenities such as street parking spaces, sidewalks, and landscaped areas along the private road.
Municipal water, sanitary, and storm sewer connections are anticipated
through River Birch Street.
A Zoning by-law amendment is sought to accommodate the proposed development’s specifications, aiming to rezone the subject lands from Residential One (R-1) to Residential Two (R-2).
The amendment is crucial as it deviates from existing zoning regulations.
Moreover, a site-specific Official Plan amendment is required to permit a density of 8 units per hectare, doubling the current permitted density of 4 units per hectare.
The project underscores a commitment to sustainable urban growth and regional community enhancement.
With meticulous attention to zoning regulations and site-specific amendments, the development endeavours to efficiently use underutilized space while harmonizing with the surrounding community.
This approval marks a significant milestone in the Hidden Valley community, promising new residential opportunities and potential economic growth for Kitchener.
