KITCHENER — On September 30, 2024, Kitchener City Council approved the Official Plan Amendment (OPA24/008/K/ES) and Zoning By-law Amendment (ZBA24/014/K/ES) for 2980 King Street East, proposed by Charcoal Properties Limited.
The amendments permit the construction of a 27-storey mixed-use building comprising 436 residential units and 692 square metres of commercial space.
The Official Plan Amendment introduces Specific Policy Area 76, allowing the development to exceed the typical height and Floor Space Ratio (FSR) limits for the area.
The Zoning By-law Amendment changes the zoning from ‘Commercial Two Zone (COM-2)’ to ‘Mixed Use Three Zone (MU-3)’ with Site-Specific Provision 701.
The new zoning permits a maximum building height of 103 metres and an FSR of 11.0, replacing the previous site-specific provisions to accommodate the scale of the project.
The site is currently occupied by a commercial building that houses three restaurants and an above-grade parking garage.
The development proposal, initially submitted as a 32-storey building, was reduced to 27 storeys in response to concerns raised by the Region of Waterloo about potential impacts on airport operations.
The approved project includes 232 one-bedroom units, 188 two-bedroom units, and 16 three-bedroom units. It also offers 692 square metres of commercial space on the ground floor and 339 parking spaces, with one level of underground parking.
Outdoor amenities will include 1,452 square metres of space on the rooftop of the 6th-floor podium, in addition to 246 square metres of indoor amenity space on the same level. ‘
Located at the intersection of King Street East and Fairway Road, the development aligns with the City of Kitchener’s Official Plan, which designates the area for mixed-use, supporting both residential and commercial uses.
The Region of Waterloo has attached a Holding Provision to the approval, requiring updated noise studies to be conducted and implemented before the new land use can proceed.
