Kitchener council approves zoning amendment for 30-unit stacked townhouse development on Turner Avenue

KITCHENER — A zoning by-law amendment for 9-27 Turner Avenue, proposed by 1000918377 Ontario Inc., was approved by council on October 21, 2024. 

The approved amendment rezones the site from ‘Low Rise Residential Four Zone (RES-4)’ to ‘Low Rise Residential Five Zone (RES-5)’ with a site-specific provision (410), allowing for the construction of a 30-unit stacked townhouse building. 

The amendment includes an increase in the Floor Space Ratio (FSR) to 0.75, surpassing the maximum permitted FSR of 0.6, and reduces the rear yard setback to 3.6 metres, compared to the required 7.5 metres. 

The project will provide 36 surface parking spaces, which exceeds the minimum requirement, along with provisions for bicycle storage to encourage alternative transportation. 

The development site, covering 0.33 hectares, is currently occupied by seven residential units, including detached dwellings and triplexes. 

The site is well-served by public transit, including Grand River Transit Routes 20 and iXpress Route 204 and is located in a neighbourhood with a mix of low- and medium-rise residential and commercial uses. 

The project aligns with the Provincial Policy Statement (PPS), 2020, promoting residential intensification and efficient land use. 

The development complies with the City of Kitchener’s Official Plan, which designates the area as ‘Low Rise Residential’ and supports low-density housing forms like stacked townhouses. 

As part of the approval, the applicant will continue working with city staff to address the Rental Replacement By-law, which requires the replacement of demolished rental units with affordable housing for at least 10 years.
