KITCHENER — On September 25, 2023, Je Henry from Arcadis Professional Services Canada Inc. represented Peter Markin, the owner and architect of the subject lands.
The subject lands are in the Mt. Hope/Breithaupt neighbourhood, at 229 Wellington Street N., and have an existing house on the property.
Arcadis applied for a zoning by-law amendment on behalf of Markin.
In the application, the zoning by-law amendment for the proposal requested to re-zone the subject lands from RES-4: Low Rise Residential Four to RES-5: Low Rise Residential Five with site-specific provisions.
The site-specific provisions include increasing the allowed maximum building height by one metre. The RES-5 zoning permits a maximum of 11.0 metres, and the developer had 12.0 metres approved because of the requested provision.
Also, the developer applied to increase the floor space ratio in the application. The RES-5 zoning permits up to 0.60, and the council approved a provision to allow up to a maximum of 0.75.
Markin plans to construct four 1-bedroom units and one 2-bedroom unit as affordable, with the remaining eight rental units at market rate.
Also, the council approved a reduction in the parking space ratio, leaving ten parking spaces for residents and visitors, with one being barrier-free.
A ratio of 1.15 spaces per dwelling unit for residents and visitors is a requirement in the zoning. Markin received approval to reduce parking spaces to 0.46 spaces per dwelling unit.
Markin’s application received approval because of the close GRT bus routes and the number of bicycle spaces proposed. This development proposal moves the city closer to reaching its goal of active transportation.
The developer also plans to keep the existing house to conform with the current streetscape. Keeping the current house brings down costs for the development and is sustainable.
