LONDON — Encore at Upper Richmond Village has proposed an eleven-storey residential apartment building at 2118 Richmond Street.
The project, advanced by the planning committee on October 22, 2024, will feature 158 residential units, significantly increasing the allowable density on the 0.75-hectare site to 211 units per hectare.
The building is designed with a three-storey base and an eight-storey tower in an “L” shape, incorporating setbacks at the third and eighth storeys for aesthetic and practical functionality.
The development will include various amenities, such as outdoor common spaces on the east side and multiple internal amenity areas.
On the ground floor, residents will have access to a lounge and an amenity room, while the eleventh floor will feature indoor and outdoor community spaces with scenic views.
Pedestrian walkways will connect building entrances to public sidewalks, and enhanced landscaping along these paths will improve accessibility and add aesthetic value.
Parking will predominantly be accommodated through two levels of underground parking, providing 152 spaces for residents, with an additional 18 surface spaces designated for visitors and accessible parking.
This parking arrangement meets a ratio of 1.44 spaces per unit.
Bicycle storage will include 168 spaces at a rate of one space per unit, supporting the city’s commitment to transit-oriented development.
The property is currently zoned as Holding Residential R6/Residential R8 Bonus (h*h-5*h-11*h-183*R6-5/R8-4*B-30), permitting a ten-storey height limit and a density of 123 units per hectare.
Encore at Upper Richmond Village has submitted an Official Plan Amendment to increase density to 211 units per hectare, alongside a Zoning By-law Amendment to rezone the land as Residential R9 Special Provision (R9-7(_)) to permit an eleven-storey height.
Key special provisions requested include:
● Exterior Side Yard Setback: Reduction from 12 metres to 9 metres.
● Interior Side Yard Setback: Reduction from 16 metres to 12 metres.
● Rear Yard Depth: Reduction from 16 metres to 13 metres.
● Landscaped Open Space: Increase from 30% to 48.4%.
● Building Height: Increase to 40 metres.
● Density: Increase to 211 units per hectare from the original proposal of 182 units per hectare.
The site is strategically located near future cycling infrastructure on Richmond Street and Sunningdale Road East, enhancing connectivity.
A London Transit bus stop on Sunningdale Road, just 80 metres away, provides access to public transportation. However, there are no current LRT services nearby, which limits high-capacity transit options for future residents.
Following the planning committee’s endorsement on October 22, 2024, the proposal will proceed to the Municipal Council for consideration on November 5, 2024.
