LONDON – South London Investments Inc. has proposed a four-storey residential apartment building at 539 and 543 Topping Lane, located in the Southcrest Planning District.
The development, which would introduce 55 residential units on a 0.29-hectare site, is situated at the northwest corner of Topping Lane and Eaton Park Drive, approximately 200 metres north of Commissioners Road West.
The current site, occupied by single-detached residential dwellings, would be cleared to make way for the new building.
Key concerns have been identified by city staff during the review process.
One issue mentions of a dedicated paratransit layby being required due to the size of the development, and this must be placed to allow easy access for paratransit vehicles.
Additionally, Urban Design staff have recommended increasing the interior side yard setbacks to provide adequate buffering and landscaping, which would help reduce potential impacts on neighbouring properties.
The proposal includes 47 parking spaces, achieving a ratio of 0.86 spaces per unit, as well as provisions for long-term and short-term bicycle parking.
The development also plans for 25% of the site to be landscaped open space.
The site plan process will address these and other design issues, ensuring that the development integrates effectively with the surrounding community.
These recommendations will be crucial in finalizing the project, which is scheduled to go before the Municipal Council for approval on August 27, 2024.
To accommodate the project, amendments to the Official Plan and Zoning By-law are being sought.
These include rezoning the site from Residential R1-9 to Residential R8 Special Provision (R8-4(_)) Zone and adding the site to Map 7 – Specific Policy Areas of The London Plan.
