Extension of residential development proposed for Breslau: phase 5 of Riverland Area 2 subdivision

BRESLAU — Armstrong Planning & Project Management, representing Riverland Area II GP Ltd (Empire Communities), has initiated Official Plan and Zone Change applications with the Township of Woolwich, alongside a Draft Plan of Subdivision application with the Region of Waterloo. 

This initiative aims to introduce a blend of residential uses to a 10.62-hectare parcel of land situated in the southwestern corner of Breslau. 

The proposed development, termed “Riverland Area 2 Phase 5,” is strategically positioned south of the Riverland Area 2 Phase 1-4 subdivision and north of the future Ottawa Street extension, west of Woolwich Street. 

The proposal offers a maximum of 130 residential units, including up to 46 townhouses and 84 detached homes of varying sizes. 

Additionally, space has been allocated for a school block to complement the St. Boniface Elementary School site, a park block, and a wetland block. Full municipal services, including water, sanitary, and storm provisions, have been allocated as well. 

It seeks to diversify the housing landscape in the area, offering a mix of housing types and amenities. 

A parking plan for the phase 5 site allocates 122 parking spaces for the entire development, with 65 spaces designated for on-street parking at a parking ratio of 0.51 spaces per unit. 

The subject lands, presently designated as Rural Land Use Area in the Township’s Official Plan and zoned Agricultural (A), are targeted for transformation. 

The proposed applications aim to align the Township Official Plan with Regional Official Plan Amendment No. 2, which expanded the Regional Urban Boundary Area to include additional lands, including the subject site. 

The subdivision plan proposes adjustment of the Breslau Settlement Area boundary to match the Regional Official Plan. 

Additionally, the proposal requests a change of the Township Urban Structure designation from Rural Land Use Area to Neighbourhood Residential and Natural Heritage Framework. 

The modification of land use designation in the Urban Area Settlement Plan from Rural to Low / Medium Density Residential, Institutional, Open Space, and Environmental Protection areas. 

The report states the developer proposes rezoning of lands from Agricultural to Residential Mixed – High Density with Design Guidelines (R-5A), Residential Multiple – with Design Guidelines (R-7A), Institutional (P), Open Space (O-1), and Open Space – Restricted (O-2). 

The development plans to introduce site-specific amendments tailored to the proposed residential zones encompassing various housing types and lot sizes. 

The proposed amendments seek to bring the Township of Woolwich Official Plan in line with Regional policies, paving the way for the logical extension of the Riverland community. 

The project also emphasizes environmental preservation, with over 40% of the site area designated as green space, including wetlands and parkland. 

The applications represent a response to the Region of Waterloo’s re-designation of the site as “Urban Designated Greenfield Areas.” 

These changes, enacted through Regional Official Plan Amendment No. 2, set the stage for the development of up to 130 dwellings alongside essential amenities and green spaces, contributing to the vibrant growth of Breslau.
