KITCHENER — The proposed development at 169 Victoria Street South in Kitchener, Ontario, involves the construction of an 8-storey residential building consisting of 120 dwelling units, including 24 affordable units.
GSP Group Inc. is leading the development on behalf of 1000002286 Ontario Ltd., and it requires a Zoning By-law Amendment (ZBA) to facilitate the project.
The ZBA seeks to rezone the property from its current Mixed-Use (MU-1) Zone under By-law 85-1 to a Mixed-Use (MU-2) Zone.
Additionally, the proposal includes several site-specific provisions to accommodate the development.
These provisions include a reduced minimum side yard, a reduced minimum rear yard, an increased maximum building height of 28.8 metres (exceeding the 20-metre limit), and a higher floor space ratio (FSR) of 4.2.
The ZBA also seeks to allow units on the ground floor and to reduce the parking ratio for residential dwellings.
The site spans five properties—one on Park Street and four on Victoria Street South between Park and Henry Streets.
The minimum required lot width for such developments is 30 metres, but the proposed site only has 27.5 metres. The building is also planned to be set back 1.1 metres from Victoria Street instead of the required 3 metres.
The City of Kitchener has also initiated amendments, including a separate ZBA under the Growing Together Study, which would apply the SGA-2 Zone to the lands. The amendment is currently under appeal.
If the appeal is resolved during the review of the subject ZBA, the SGA-2 Zone would be retained, and the application would be modified to add a site-specific provision (SSP) to facilitate the same development concept.
A public meeting regarding this ZBA application is scheduled for September 25, 2024, where further details are expected to be released and public input will be considered.
