KITCHENER — A substantial development initiative is underway at 135, 139, 147, 153, 161 Jackson Avenue and 136 Brentwood Avenue.
The project entails replacing six existing detached dwellings with a contemporary residential complex.
The property owner, Sanjiv Shukla, intends to construct five stacked townhouse buildings comprising 114 units and four street townhouse units, resulting in a total of 118 residential units on a consolidated lot of approximately 1.13 hectares.
The number of units has decreased from the previous request of 120 units due to concerns from the community and council relating to density.
Stacked townhouse units are situated behind the street townhouses to ensure adequate separation from adjacent residential properties.
Parking provisions are paramount, with an approved allocation of 121 parking spaces for the site, a decrease from the previous 124 spaces proposed.
An Official Plan amendment was required to permit a maximum height of 11.5 metres, exceeding the maximum permitted height of 9.0 metres.
Previously, 12.5 metres was the proposed height until it was reduced due to height concerns for the site. A portion of the subject lands have also been rezoned.
The portion that was previously zoned ‘Low-Rise Residential Four’ (RES-4) has been rezoned to ‘Low-Rise Residential Five’ (RES-5) as the rest of the site is. T
The subject lands required site-specific changes, including increased FSR, height adjustments, reduced rear yard setback, and parking rate adjustments.
Examples of the proposed site-specific changes include:
● An increase in the floor space ratio (FSR) from 0.6 to 1.0.
● An increase in the maximum height from 9.0 metres to 11.5 meters.
● A reduction in the minimum rear yard setback from 7.5 to 6.0 metres.
● An adjustment to the minimum combined resident and visitor parking rate totalling 121 parking spaces, while typically 132 spaces are required.
The approved development aligns with the Built-Up Area and Community Area designations in the City of Kitchener Official Plan supporting intensification.
