LONDON — On July 23, 2024, city council approved a proposal submitted by St. Vincent de Paul to amend the Zoning By-law, allowing for the development of a six-storey apartment building at 1 Fallons Lane.
The development will include 73 affordable housing units and will transform part of the land currently occupied by St. Andrews Apostle Parish.
The parcel is a rectangular-shaped lot that functions as a neighbourhood facility owned by the Roman Catholic Episcopal Corporation of the Diocese of London.
Presently, the site hosts a church building, a surface parking area, a manse (residence of the minister), a garage, and a storage shed.
The approved development will utilize a portion of the 15,213 square metre site, which has 59.9 metres of frontage along Fallons Lane.
The new apartment building will be situated on a newly created lot in the southwest corner of the site, which will be severed to have an area of 4,041.52 square metres and approximately 84.8 metres of frontage along Huron Street.
The development will include an outdoor amenity space and a surface parking area providing 37 spaces, equivalent to 0.5 spaces per unit.
The development will maintain current vehicular access points from Huron Street and will include a new pedestrian walkway parallel to the access driveway.
The zoning amendment has been approved for rezoning a portion of the subject lands from “Neighbourhood Facility – NF1” St. to a site-specific “Residential 8 (R8-4(_))” zone to accommodate the development.
The approved special provisions for the development include a minimum front yard setback of 4.3 metres, a minimum interior side yard depth of 3.0 metres, a maximum height of 22.0 metres (six storeys), and a maximum density of 182.5 units per hectare (UPH).
The special provisions were necessary because the proposed height and density exceed the standard limits of the R8-4 zoning, which typically permits a maximum height of 13.0 metres and a density of 75 UPH.
The Site Plan Approval Authority requests the developer to consider the inclusion of two additional tree plantings along the Huron Street frontage beyond the minimum requirements of the Site Plan Control By-law.
The Municipal Council approved the application for several reasons.
The recommended amendment is consistent with the Provincial Policy Statement, 2020 (PPS), conforms to the London Plan, and the amendment permits an appropriate form of development at an intensity suitable for the site’s context and surrounding neighbourhood.
The amendment also supports council’s commitment to increasing housing supply related to the Housing Accelerator Fund, which will help the creation of affordable housing units in the city.
